In Resolution 08/2024/NQ-HDND, there are regulations regarding the criteria for establishing Security and Order Protection Teams; criteria for the number of members of the Security and Order Protection Teams.
Criteria for Establishing the Security and Order Protection Team at the Grassroots Level in Ho Chi Minh City (Image from the internet)
- Criteria for establishing a local security and order protection team: each ward or hamlet will establish one security and order protection team.
- Criteria for the number of members in the security and order protection team:
+ The number of members in the security and order protection team is arranged according to the population size of each ward or hamlet;
+ Wards or hamlets with a population size of up to 2,700 people will have 3 members, including: 1 Team Leader, 1 Deputy Team Leader, and 1 Team Member;
+ Wards or hamlets with a population size from 2,700 to 3,600 people will have an additional 1 Team Member, and for every 900 extra people, an additional 1 Team Member will be added.
According to the Law on forces participating in the protection of security and order at the grassroots level 2023: The security and order protection team is an organizational form of the force participating in security and order protection at the local level, arranged in villages and residential groups.
**Selection of Members for the Security and Order Protection Team
- Based on the requirements for ensuring local security and order, the commune-level police are responsible for advising the People's Committee of the same level to develop a plan and organize the selection of members for the security and order protection team, ensuring standards, conditions, and suitability as stipulated in Clause 4, Article 14 of the Law on forces participating in the protection of security and order at the grassroots level 2023.
- The selection of security and order protection team members is public, democratic, and compliant with the law.
- Priority is given to citizens who have served in the People's Public Security, the People's Army, part-time commune police who have completed their duties, citizens knowledgeable about customs, traditions, with prestige in the community, or those who have participated in the security and order protection force at the local level.
- The Minister of Public Security will prescribe the profiles, procedures, and protocols for the selection of members for the security and order protection team.
**Security and Order Protection Team; Members of the Security and Order Protection Team
- The security and order protection team consists of the Team Leader, the Deputy Team Leader, and Team Members.
- Commune-level police will report to the Chairman of the People's Committee of the same level to decide on the establishment of the security and order protection team, acknowledge the members of the security and order protection team, and make this information publicly available.
- In villages or residential groups where a Chief and Deputy Chief of the local fire-fighting team have already been appointed according to the laws on fire prevention and fighting, the commune-level police shall consider the capabilities and professional qualifications of the appointed individuals to propose the Chairman of the commune-level People's Committee to recognize them as the Team Leader and Deputy Team Leader of the security and order protection team.
- The duties of the security and order protection team members are stipulated as follows:
+ The Team Leader of the security and order protection team manages and directs the activities of the team; reports on the status and outcomes of assigned tasks and is responsible to the commune-level police for the team's activities; assigns tasks to team members;
+ The Deputy Team Leader carries out tasks as assigned by the Team Leader; manages and directs the team's activities in the absence of the Team Leader or upon delegation;
+ Team Members perform tasks related to the force participating in local security and order protection as assigned by the Team Leader or Deputy Team Leader;
+ The Team Leader and Deputy Team Leader perform the duties of the Fire Fighting Team Chief and Deputy Chief as stipulated by the laws on fire prevention, fighting, rescue, and emergency response.
- The Minister of Public Security prescribes the procedures and protocols for establishing security and order protection teams and recognizing team members.
