Regarding this matter, LawNet would like to answer as follows:
On April 19, 2024, the Government of Vietnam issued Decree 43/2024/ND-CP detailing the standard for considering the awarding of the "People's Artisan" and "Artisan of Merit" titles in handicrafts and fine arts.
The "Artisan of Merit" title in the field of handicrafts and fine arts is awarded to individuals as stipulated in Clause 1, Article 2 of Decree 43/2024/ND-CP, meeting the following criteria:
- Loyalty to the socialist Republic of Vietnam; faithfully implementing the Party's guidelines, the State's policies and laws, the charters, regulations, and rules of agencies, organizations, and localities.
- Having continuous working experience in handicrafts and fine arts for at least 15 years.
- Having good ethical qualities, being a role model in life; being dedicated and devoted to the profession, being admired and respected by colleagues and the people; being a representative figure in the preservation and promotion of cultural heritage in the field of handicrafts and fine arts in the locality.
- Having outstanding knowledge and skills, specifically:
+ Directly designing and producing at least 10 high-value, technically and artistically excellent artworks or products.
+ Having products or artworks that meet one of the following criteria: achieving a second prize or higher in contests related to handicrafts and fine arts organized by competent authorities at the provincial level, or achieving a third prize or higher nationwide; being selected by the Vietnamese State to participate in activities in the field of handicrafts and fine arts and achieving achievements from the third prize at the regional or international level; being recognized as exemplary and nationally ranked by state authorities in the field of handicrafts and fine arts; having works selected as exhibits by national or provincial museums; having works used as teaching materials in vocational and university education in the field of handicrafts and fine arts; having works used in the restoration of historical and cultural relics (representative cultural works) at the provincial or national level.
+ Having made significant contributions to the preservation and promotion of cultural heritage in the field of handicrafts and fine arts in the locality; possessing skills, secrets, and teaching crafts to more than 100 individuals, except for special handicrafts or for those who have been practicing for more than 10 years in production facilities.

Individuals awarded the "Artisan of Merit" title in the field of handicrafts and fine arts will have the following rights and obligations:
- Receiving the Medal and Certificate of the President and accompanying rewards according to the regulations of the law.
- Actively transmitting and teaching the craft, preserving the craft and awarding artifacts; constantly improving skills and craftsmanship.
- Actively participating in activities to protect and promote the value of cultural heritage in the field of handicrafts and fine arts initiated by provinces, cities, ministries, departments, central organizations, and associations.
- Other rights and obligations as prescribed by law.

More details can be found in Decree 43/2024/ND-CP, which will be effective from June 6, 2024.
Decree 123/2014/ND-CP, which regulates the consideration for awarding the "People's Artisan" and "Artisan of Merit" titles in handicrafts and fine arts, will expire from the effective date of Decree 43/2024/ND-CP.
Individuals who have submitted applications for consideration for awarding the "People's Artisan" and "Artisan of Merit" titles, meeting the requirements and being sent to the Department of Industry and Trade before the effective date of this Decree, and are still under consideration for awarding according to the provisions of Decree 123/2014/ND-CP, shall continue to be processed according to Decree 123/2014/ND-CP.
