On April 11, 2024, the Chief Justice of the Supreme People's Court issued Circular 01/2024/TT-TANDTC regulating the emulation and commendation work of the People's Courts.
The specific criteria for consideration for awarding the Diploma of Merit by the Chief Justice of the Supreme People's Court in Vietnam as of June 11, 2024 are as follows:
(1) The "Diploma of Merit by the Chief Justice of the Supreme People's Court" is awarded to individuals or collectives who have achieved regular or irregular accomplishments.
(2) The "Diploma of Merit by the Chief Justice of the Supreme People's Court" is awarded to individuals (including conciliators, people's assessors, and military assessors) who are role models in implementing the Party's policies, laws, and have met one of the following criteria:
- Have achieved outstanding results in emulation movements;
- Have achieved numerous accomplishments or significant accomplishments with a significant impact in the areas under the jurisdiction of the People's Courts;
- Have been awarded the title of "Grassroots- level Emulation Fighter" twice consecutively or have continuously received recognition for excellent completion of tasks for two years or more, during which they have implemented two effective initiatives at the grassroots level that have been recognized by the head of the agency or unit according to the proposal of the Grassroots-level Scientific - Initiative Council or have completed two scientific topics, scientific projects, scientific and technological works that have been authorized for inspection and effectively applied at the grassroots level;
- For conciliators: have continuously achieved excellent performance in mediation and dialogue work for two years or more; during that time, have been awarded the "Diploma of Merit"; "Have been recommended by the Chief Justice of the People's Court for commendation, the achievements are confirmed by the head of the agency, unit, or local authorities responsible for management, certifying compliance with the Party's policies, directives, and laws";
- For people's assessors and military assessors: have continuously performed well in the work of people's assessors, military assessors for two years or more; have their achievements confirmed by the Chief Justice of the Supreme People's Court and the head of the agency, unit, or local authorities responsible for managing them, confirming their compliance with the Party's policies and laws;
- "Diploma of Merit by the Chief Justice of the Supreme People's Court" shall not be awarded to cases with achievements that have already been used for awarding the title of "Emulation Fighter of the People's Court" or other forms of annual commendation (except in cases where there are other regulations).
(3) The "Diploma of Merit by the Chief Justice of the Supreme People's Court" is awarded to exemplary collectives who have implemented the Party's policies, laws, and internal unity, and have met one of the following criteria:
- Have achieved outstanding results in emulation movements;
- Have achieved numerous accomplishments or significant accomplishments with a significant impact in the areas under the jurisdiction of the People's Courts;
- Have continuously completed assigned tasks excellently for two years or more and have been recognized as "Excellent Labor Collective";
- "Diploma of Merit by the Chief Justice of the Supreme People's Court" shall not be awarded to cases with achievements that have already been used for awarding the "Emulation Flag" or other forms of annual commendation (except in cases where there are other regulations).
