Criteria for Awarding the Title "National Emulation Fighter" from July 01, 2020

The Ministry of National Defense has just issued Circular 57/2020/TT-BQP guiding the work on emulation and commendation regarding the Militia and Self-Defense Forces.

In Clause 2, Article 9 of Circular 57/2020/TT-BQP, detailed regulations on objects and standards for the title "National Emulation Soldier" are stipulated as follows:

- The title "National Emulation Soldier" is awarded to individuals holding leadership positions in the Militia and Self-Defense Force, permanent Militia soldiers, mobile Militia and Self-Defense with prominent, excellent performance, selected among those who have consecutively achieved the title of “Base Emulation Soldier” three times or more and must have initiatives to improve operational efficiency or have a project, research topic that has been accepted, applied with high efficiency, or resourcefulness and creativity in combat or combat service that brings about high results, recognized by the head of direct units under the Ministry of National Defense.

- The timing for considering the title "National Emulation Soldier" is done after the third or more award of the title "Base Emulation Soldier."

Additionally, Circular 57 also specifies the objects and standards for the titles of "National-Level Emulation Soldier," "Base Emulation Soldier," "Advanced Soldier," "Determined to Win Unit," and "Advanced Unit". Specifically:

First, the title “National-Level Emulation Soldier”

- The title "National-Level Emulation Soldier" is awarded to individuals holding leadership positions in the Militia and Self-Defense Force, permanent Militia soldiers, mobile Militia and Self-Defense with prominent, excellent performance, selected among those who have achieved the title of “National Emulation Soldier” twice or more consecutively and must have initiatives to improve work efficiency or have a scientifically accepted research project, realized in practice or resourceful, creative in combat or combat service that brings high efficiency, recognized by the Minister of National Defense.

- The timing for considering the title "National-Level Emulation Soldier" is immediately after the second award of the title "National Emulation Soldier."

Second, the title “Base Emulation Soldier”

- The title "Base Emulation Soldier" is awarded annually to individuals holding leadership positions in the Militia and Self-Defense Force, permanent Militia soldiers, mobile Militia and Self-Defense who excellently complete tasks, selected among those achieving the title of “Advanced Soldier” and must have initiatives to improve operational efficiency or have a project, research topic that has been accepted and applied at their unit or be resourceful, creative in combat and combat service that brings about high results, recognized by the head of the unit from the District Military Command or equivalent upwards.

Third, the title “Advanced Soldier”

The title "Advanced Soldier" is awarded annually to individuals holding leadership positions in the Militia and Self-Defense Force, permanent Militia soldiers, mobile Militia and Self-Defense who meet the following standards:

- Properly complete the assigned duties and tasks (training, combat readiness; protecting national security, ensuring social order and safety, combating crime and legal violations; propagating and mobilizing people to build solid grassroots; implementing social policies; disaster prevention, mitigation, emergency response; search and rescue; forest protection, environmental protection and other civil defense activities);

- Fully conduct training contents and programs; 100% of the exam or inspection subjects meet the requirements, of which 65% achieve good or excellent ratings;

- Properly complete labor production, study, and work tasks;

- Comply well with the policies and directions of the Communist Party, policies and laws of the State; have a spirit of solidarity, mutual support, actively participate in emulation movements; have good ethics and healthy lifestyle.

Fourth, the title “Determined to Win Unit”

The title "Determined to Win Unit" is awarded annually to the Commune Military Command, agency, organization military command, and permanent Militia unit, mobile Militia Self-Defense unit, meeting the following standards:

- Creative, overcoming difficulties, excellently completing the assigned emulation targets and tasks in the year; 100% of the exam or inspection subjects meet the requirements, of which 75% achieve good or excellent ratings;

- Have 100% of individuals in the collective complete the assigned tasks;

- Have an individual awarded the title of “Base Emulation Soldier”;

- Have regular, practical, effective emulation movements;

- Internal unity, exemplary compliance with the policies and directions of the Communist Party, policies and laws of the State; no violations requiring handling; no individual disciplined from the level of warning or higher.

Fifth, the title “Advanced Unit”

The title "Advanced Unit" is awarded annually to the Commune Military Command, agency, organization military command, and permanent Militia unit, mobile Militia Self-Defense unit, meeting the following standards:

- Properly complete the assigned emulation targets and tasks; 100% of the exam or inspection subjects meet the requirements, of which 65% achieve good or excellent ratings;

- Have regular, practical, effective emulation movements;

- Internal unity, exemplary compliance with the policies and directions of the Communist Party, policies and laws of the State; no violations requiring handling; no individual disciplined from the level of warning or higher.
