The Ministry of Health of Vietnam issued Decision 1886/QD-BYT on April 18, 2023, promulgating the 2023 Health Information and Communication Plan.
Departments, Divisions, the Ministry's Office, the Ministry's Inspector, and units under the Ministry of Health, based on the tasks and professional fields under their charge, closely coordinate to continue to effectively carry out risk communication for COVID-19 prevention and control and safe vaccination against COVID-19, specifically:
The situation of the COVID-19 epidemic is still unpredictable and difficult to predict. The World Health Organization (WHO) said that the emergency phase of the pandemic is not over yet. Therefore, in 2023, continue to communicate COVID-19 prevention and control in the spirit of Resolution 128/NQ-CP dated October 11, 2021, of the Government "Safely adapting, flexibly, and effectively controlling the COVID-19 epidemic.".
- Focus on risk communication to mobilize people to implement the "2K (mask, disinfection) recommendation + Vaccines + Medicines + Treatment + Technology + People's awareness and other appropriate measures, along with the three pillars (testing, isolation, and treatment); actively participate in vaccination against COVID-19 to the right subjects, on schedule as recommended by the health sector.
- Update and supplement scientific information on the COVID-19 epidemic and COVID-19 vaccines in the world and in Vietnam; develop additional communication messages on COVID-19 prevention and control in a timely manner according to actual epidemic developments.
- Organize training to improve the capacity of implementing risk communication for COVID-19 prevention and control, vaccination against COVID-19 for medical staff, health workers, and forces participating in epidemic prevention and control.
Specifically, the 2023 Health Information and Communication Plan includes the following contents:
(1) Communicating policies on protection, care, and improvement of people's health
- Continuing to communicate about the 5-year evaluation of implementing Resolution 20-NQ/TW, Resolution 21-NQ/TW 2017.
- Focusing on communication on newly promulgated policies: Law on Medical Examination and Treatment (amended); Resolution 80/2023/QH15; Decree 95/2022/ND-CP; Resolution 144/NQ-CP in 2022, Decree 07/2023/ND-CP amending Decree 98/2021/ND-CP, Resolution 30/NQ-CP.
- Communicating about policies on the management of people's health care.
- Communicating about the process of developing policies: Law on Pharmacy, Law on Health Insurance Amendment, Law on Population, Law on Medical Equipment, Law on Prevention...
and other legal documents on medical work.
- Communication on the organization of implementation of Directive No. 7/CT-TTg dated March 21, 2023, of the Prime Minister on strengthening policy communication.
(2) Communicating key tasks of health work in 2023
Communication on the implementation of key tasks of health work in 2023 at the central level (based on Report 172/BC-BYT dated February 21, 2023, Summary of Health Work in 2022 and Tasks and Solutions in 2023 of the Ministry of Health, detailed in Appendix 1); key tasks of people's health care in 2023 in the locality and unit.
(3) Communicating and educating medical ethics, medicine, launching and deploying patriotic emulation movements, training medical ethics, improving professional qualifications, promoting learning, and following Ho Chi Minh's moral example and style among medical staff.
Communicating on discovering, fostering, praising, and replicating typical advanced collectives, outstanding typical individuals, good people, and good deeds in the protection, care, and improvement of people's health; pay special attention to rewarding employees directly at medical facilities.
(4) Introduce and promote medical achievements and advances of the health sector in the cause of protecting, caring for, and improving people's health, and contribute to enhancing the position and role of Vietnamese healthcare in the cause of national construction and development.
