On December 27, 2012, the State Bank issued Circular 34/2012/TT-NHNN regulating the development and maintenance of banking software operations of the State of Vietnam.

In Article 21 of Circular 34/2012/TT-NHNN, it is stipulated that the software development unit must package the software, hand it over, and make a handover record with the IT leading unit. The software packaging must be organized by version, easy to reference, and include the following basic contents:

- Technical and business documents include:- User requirements document;- Survey report;- System requirements analysis document;- Software design document;- System installation and configuration document;- User manual;- Operation procedure;- Business procedure;- Incident resolution document.

- Software installation package;

- Software source code package in case of self-developing the software or if the State Bank requires providing the source code in the contract with a third party;

- Software maintenance procedure;

- Tools used for software development and deployment (if any).

The software development unit is responsible for supplementing the packaged version if there are changes during the technical support, warranty, and maintenance of the software from the time of handover. The IT leading unit is responsible for storing the packaged software product in at least two different locations to ensure safety.
