Contents of the General Construction Planning Task Dossier for the Commune

Accordingly, Circular 02 stipulates the content of the task profile for the general construction planning of a commune, including:

- Drawings including: Location diagram, relationship with the district region, inter-district region, map of the boundary and scope of the general construction planning of the commune at an appropriate scale.

- Explanatory note:

- Reasons for the necessity, basis for planning; determining the scale, scope, and boundaries for planning.- Determining the objectives of the planning; the nature, functions, and predominant economy of the commune (pure agriculture, combined agriculture and forestry, handicrafts...).- Preliminary forecast of the population size, labor force, and construction land size of the entire commune during the planning period and planning phases.- Requirements during the process of project formulation:- Analysis and assessment of the current situation including: Current natural conditions, land use, housing, public works, services, technical infrastructure, production, environment...- Identifying the impact factors from the surrounding regions that affect spatial development within the commune.- Reviewing and assessing projects and effective plans within the commune.- Determining the potential and main driving forces for the socio-economic development of the commune.- Organizing the overall spatial layout of the commune, organizing and distributing functional areas; technical infrastructure, production-serving infrastructure.- Strategic environmental assessment.- List of drawings, number of profiles, and total cost estimate for planning formulation.- Progress, organization, and implementation of the project.

- Draft Decision on approval of the general planning task.

- Relevant legal documents; CD storing the entire content of the explanatory note and drawings.
