Recently, the Ministry of Natural Resources and Environment issued Circular 39/2013/TT-BTNMT stipulating the economic-technical norms for meteorological and hydrological data work.
Content of agricultural meteorological data verification in hydrological work (Illustration)
In Article 23 of the Regulation on economic-technical norms of meteorological and hydrological work promulgated together with Circular 39/2013/TT-BTNMT, the collection and verification of agricultural meteorological data in meteorological and hydrological work are stipulated as follows:
Regarding data collection:
* Preparation work:
- Review the assigned tasks of the station network managed by the broadcasting stations, including: Measurement indicators (elements), equipment, and machinery of each station as a basis for cross-checking the data sent by the stations;
- Arrange labor to receive data, remind the stations to submit data on time according to current regulations.
* Data collection:
- Handover procedures:
- For data received directly: Data submission statistics with confirmation from the regional meteorological and hydrological broadcasting station. Compile submission statistics and handover records according to the regulations on meteorological and hydrological data archiving.- For data sent by post: Identify the postmark from the data sending post office; inventory the data and cross-check with the statistics provided by the regional meteorological and hydrological broadcasting station, if errors are detected, immediately notify the station for prompt supplementation; confirm in the data receipt record and return it to the sending unit.
- Legal compliance check: Comments and signature of the director of the regional meteorological and hydrological broadcasting station (stamped).
- Data volume check: Based on the assigned tasks regarding measurement indicators (elements), check the monthly report, cross-referencing with the volume of data, determining the reason for any deficit.
Regarding data verification:
- Check the physical condition of the data;- Check the implementation of processes and regulations;- Check the original logs;- Check the reports;- Check the fieldwork corresponding to the development periods of the crops;- Check the consistency of the data;- Check the logical relationship between weather phenomena and surface conditions;- Cross-check between the original logs and the reports;- Check the reasonableness of phenological data in each development period of plants and animals;- Investigate the calculation steps in the reports.
Regarding evaluation, quality classification, and data transfer:
- Quality evaluation: After reevaluation, grade the quality of the data. Combine with other operational aspects (projects, measuring equipment, process, and regulation compliance) to assess the quality of basic investigations for each station and for the entire broadcasting station.- Report the results: Report the results of basic investigation quality of each regional broadcasting station to the National Meteorological and Hydrological Center and send it to relevant agencies and units.- Data transfer: After reevaluation and quality assessment of the basic investigations, all data are sent to the Meteorological and Hydrological Data Center for archiving and exploitation according to current regulations.
