Conditions to Become Provincial Chief Inspector

Chief Inspector of the province is the head of the Provincial Inspectorate, responsible for leading, directing, managing, and operating the activities of the Provincial Inspectorate, and advising the Provincial People's Committee (PPC) in performing the state management function concerning inspection work, handling complaints, denunciations, and anti-corruption.

Circular 09/2011/TT-TTCP stipulates the standards for Chief Inspector of a province as follows:

Regarding Qualification:

- Patriotism, firm political bravery, loyalty to the policies and political views of the Communist Party and the State; dedicated to serving the people;- High sense of responsibility for the job; diligent, honest, impartial, selfless, opportunistic, non-corrupt, determined to fight corruption and negative manifestations; practice thrift and fight waste;- Possess a sense of organization and discipline; honest, objective, accountable, and willing to take responsibility; have a spirit of self-criticism and criticism;- Unity, democratic with colleagues, exemplary in ethics and lifestyle; closely attached to the people, trusted by the collective officials and inspectors at the workplace and the people where they reside.

Regarding Ability:

- Ability to advise, organize, and implement the policies of the Communist Party and the State on inspection work, complaint and denunciation resolution, anti-corruption;- Capability to research and draft legal documents, propose effective solutions for inspection work, complaint and denunciation resolution, and anti-corruption;- Ability to lead large-scale inspection teams with complex details;- Management skills; ability to gather and unite officials, promote collective strength, and coordinate well with related agencies in performing assigned tasks.

Regarding Knowledge:

- Fully grasp the policies, guidelines, and policies of the Communist Party and the State, the direction and tasks of the Inspection sector;- Solid knowledge of the law and inspection profession, complaint and denunciation resolution, anti-corruption work; experienced in organization, management, and administration;- Thorough understanding of other specialized fields, local, and national economic, political, and socio-cultural situation.

Regarding Education:

- Meet the professional standards of a principal inspector or equivalent;- Hold a bachelor's degree or higher, suitable for inspection work;- Graduate from advanced political theory or equivalent;- Graduate in state administrative management at the rank of principal specialist or higher;- Proficient in a common foreign language at level C or higher. For provinces with a large number of ethnic minorities, encouraged to learn and use ethnic minority languages for work;- Proficient in using computers and office equipment for work.

Other Conditions:

- Experienced in leadership and management work from the level of Deputy Chief Inspector of the province and equivalent or higher; have 05 years or more of experience in the inspection sector or management work in the organs of the Communist Party or the Government;- Officials appointed for the first time as the Chief Inspector of the province should not be over 55 years old for men and not over 50 years old for women;- Not in the period of disciplinary action from reprimand or higher;- Officials appointed as the Chief Inspector of the province must be planned for the appointed position or equivalent;- Have a complete and clear personal profile and history that does not violate Regulation 57-QD/TW dated May 3, 2007, by the Politburo on internal political protection of the Communist Party, confirmed by the competent agency.

According to Decree 86/2011/ND-CP guiding the Law on Inspection 2010: Chief inspectors of provinces and centrally governed cities who meet all the above conditions will be appointed by the Chairperson of the Provincial People's Committee or the centrally governed city after consensus from the Government Inspector General.
