On February 17, 2025, the Minister of Education and Training of Vietnam issued Circular 04/2025/TT-BGDDT on the quality assessment of training programs at various levels of higher education.
According to Article 33 of Circular 04/2025/TT-BGDDT, the conditions and recognition of training programs meeting educational quality standards are regulated as follows:
- Based on the resolution concerning the evaluation results of the educational quality assessment council, the educational quality assessment organization reviews and recognizes the standard quality level of a training program when the following requirements are met:
+ There must be at least one cohort of graduates at the time the self-assessment report is completed;
+ The program must have undergone external evaluation and have documentation from the training institution requesting the educational quality assessment organization to review and recognize the program's standard quality;
+ The program's evaluation results must comply with the provisions in point a or point b, clause 4, Article 13 of Circular 04/2025/TT-BGDDT.
- Recognition of meeting quality standards
+ Training programs that meet the requirements in points a and b, clause 1, Article 33 of Circular 04/2025/TT-BGDDT and comply with point a, clause 4, Article 13, will be certified by the educational quality assessment organization as meeting quality standards, with certification valid for 5 years from the date of issuance;
+ Training programs that meet the requirements in points a and b, clause 1, Article 33 of the same circular and comply with point b, clause 4, Article 13, will be conditionally certified, valid for 2 years from the date of issuance;
+ For programs meeting the requirements in clause 4, Article 12 of Circular 04/2025/TT-BGDDT, certification as meeting educational quality standards will be valid for 7 years from the date of issuance;
+ Within 24 months from the date the program is conditionally certified, the training institution must improve the program's quality to meet the requirements in point b, clause 1, Article 33, and point a, clause 4, Article 13, to submit an official request for a review and quality certification according to the provisions in Section 6 of this Chapter;
+ At least 9 months before the quality certification of the training program expires, the institution must conduct a self-assessment of the program for the upcoming cycle, highlighting quality improvements compared to the previous cycle, and register with the educational quality assessment organization for the next cycle evaluation.
According to Article 34 of Circular 04/2025/TT-BGDDT, the provisions on the quality assessment certificate for training programs are as follows:
- Based on the educational quality assessment council's recommendation, the director of the educational quality assessment organization issues a decision recognizing a training program as meeting or conditionally meeting the quality standards and grants a quality assessment certificate for the program.
- The certificate must clearly indicate the number of standards met, the number of criteria and conditions met, and the percentage of criteria and conditions met.
- The quality assessment certificate for the program is designed and printed by the educational quality assessment organization. The organization must send the sample quality assessment certificate for the training program to the Ministry of Education and Training (through the Quality Management Department) before usage.
