Conditions for Rank Promotion of Public University Lecturers

This Circular prescribes the conditions, content, and form for considering the promotion of teaching public employees' professional titles in public higher education institutions from Lecturer (Class III) to Principal Lecturer (Class II) and from Principal Lecturer (Class II) to Senior Lecturer (Class I).

The Circular also clearly stipulates the conditions to register for the consideration of promotional professional titles. Teaching public employees in public higher education institutions can register for professional title promotion consideration when they meet the following conditions: The public higher education institution has a need and is authorized by a competent authority to nominate candidates for the consideration; successfully completed duties continuously for 3 years up to the deadline for submission of the application for the consideration; assessed by the head of the public higher education institution to possess sufficient professional ethics and qualities; not under disciplinary action or has received a notice regarding the consideration of disciplinary action according to legal regulations.

Fulfillment of the standards for the professional title class registered for consideration according to the Joint Circular 36/2014/TTLT-BGDDT-BNV of the Minister of Education and Training and the Minister of Home Affairs, which stipulates the codes and standards of professional titles for teaching public employees in public higher education institutions.

Currently holding the professional title of Lecturer (Class III), code V.07.01.03 for public employees registering for consideration of promotion to the professional title of Principal Lecturer (Class II), code V.07.01.02; currently holding the professional title of Principal Lecturer (Class II), code V.07.01.02 for public employees registering for consideration of promotion to the professional title of Senior Lecturer (Class I), code V.07.01.01.

Promotion Consideration Form

The consideration for the promotion of teaching public employees' professional title is carried out through the assessment of the application according to the professional title standards at the next higher class adjacent to the currently held class and the appraisal and conversion of scientific research points.

The converted scientific research works include: scientific articles; scientific and technological research results that have been registered and granted exclusive patents; useful scientific and technological solutions; training-serving books; scientific reports fully published in the proceedings of national and international scientific conferences; artworks, performance programs, athletic achievements that have received national or international awards.

Public employees who pass the professional title promotion consideration are those: Determined by the Professional Title Promotion Consideration Council to meet the stipulated conditions and achieve at least 06 points of scientific research works for public employees registering for promotion to the Principal Lecturer (Class II); achieving at least 16 points for public employees registering for promotion to the Senior Lecturer (Class I).

In cases where there are many candidates who achieve the minimum required points, the selected candidates will be determined based on the scientific research points from high to low until all allocated quota has been filled.

Circular 08/2018/TT-BGDDT takes effect from April 27, 2018.
