Conditions for Establishing Libraries

The library is established when it meets the following conditions:

- Library material capital;- Headquarters, specialized equipment;- Personnel with library expertise and skills;- Funding to ensure stable operation and development of the library.

No later than 30 days from the establishment date, the organizing entity must register the library's operation with the competent state authority.

Specifically: concerning authority as follows:

- The National Library of Vietnam and libraries of central-level organizations register their operations with the Ministry of Culture and Information.- Libraries of provincial-level organizations register their operations with the Department of Culture and Information.- Libraries of district- and commune-level organizations register their operations with the District-level Office of Culture and Information.

Once established, the library must ensure the following tasks:

- Meet the requirements and facilitate readers in using library material capital and participating in activities organized by the library;- Collect, supplement, and process library materials; preserve the material capital and remove outdated or damaged materials from the collection according to the library's regulations;- Organize information dissemination, advertise the library material capital, and participate in building and developing reading habits among the population;- Handle information, compile scientific information publications;- Implement inter-library cooperation within the country; cooperate and exchange documents with foreign libraries following the regulations of the Government of Vietnam;- Research and apply advanced scientific and technological achievements to library operations, gradually modernizing the library;- Organize professional training for library staff;- Preserve the library's physical and technical assets and other properties.
