The Central Executive Committee of Vietnam issued Conclusion 126-KL/TW on February 14, 2025, regarding the content and tasks to continue organizing and streamlining the political apparatus in 2025.
Regarding the implementation of Conclusion 121-KL/TW of the Central Executive Committee of the Communist Party, the Politburo, and the Secretariat request party committees and organizations to focus on implementing effectively and ensure timely progress in certain tasks, as follows:
- Based on the conclusions of the Central Committee and the plans, timelines for implementation in 2025 by agencies, units, and localities, subordinate party committees are required to lead and direct the aggressive implementation of tasks and solutions mentioned in Conclusion 121-KL/TW, ensuring the schedule and progress according to Plan. Urgently complete the internal organization of agencies and units in connection with the activities of party branches and cells (especially concerning four party branches under the Central Committee and two party branches directly under newly established provincial and city committees), ensuring the organization of party congresses at all levels according to the schedule, content requirements specified in Directive 35-CT/TW and Conclusion 118-KL/TW of the Politburo.
The process of organizing the apparatus and arranging cadres must continue to enhance political, ideological work, policies, and support for affected cadres. Cadres must be arranged impartially and objectively in the spirit of "from the work to find the person," retaining capable cadres, preventing "brain drain," avoiding complex internal issues, ensuring that organizing party congresses at all levels is not affected. Ensure that in March 2025, organize grassroots congresses and upper-level point congresses at the beginning of the second quarter of 2025.
- The subordinate party committees report to the Politburo, the Secretariat, and the Central Steering Committee on summarizing Resolution 18 (through the Central Organization Committee) on:
(1) Results of organizing the apparatus in their locality, agency, or unit (clearly state the results of organizing the apparatus, internally streamlining, reflect difficulties, obstacles arising (if any); good experiences, new and effective methods; proposals, and recommendations for prompt direction and resolution).
(2) The plan to implement Conclusion 121-KL/TW (detail the contents, tasks, timeline, and assignment for implementation). Complete by March 15, 2025.
- Newly established party boards under the Central Committee, provincial, city committees, and two newly established party committees directly under the provincial, city committees under the Central Committee promptly:
(1) Continue to cooperate with relevant agencies to submit appointments of party committee members, inspection committee members; issue decisions on working regulations as per authority.
(2) Designate the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairperson, deputy chairperson, and members of the inspection committee for the 2020 - 2025 term of subordinate party committees.
(3) Issue and guide the issuance per authority decisions to establish, define functions, tasks, organizational structure, and working regulations of subordinate party boards, advisory and assisting agencies of newly established party boards, and advisory and assisting agencies of subordinate party committees; complete by February 28, 2025.
- The Central Organization Committee studies, advises on amendments, supplements of related provisions on cadre work to suit practical situations, report to the Politburo, the Secretariat in June 2025; proactively guide and promptly resolve arising difficulties and obstacles per authority, report to the Politburo for consideration and direction (if necessary); monitor, summarize, and report to the Politburo on the results of implementing Conclusion 121-KL/TW by agencies, units, and localities within the political system.
- The Central Inspection Committee, collaborating with the Central Organization Committee, prepares content and advises on organizing 19 inspection teams of the Politburo, the Secretariat to work with 69 party boards, provincial and city committees under the Central Committee to understand the situation, prompt and inspect the implementation of four major work themes, including the deployment of Conclusion 121-KL/TW, promptly guide, resolve difficulties, ensuring uniform and synchronized implementation nationwide.
