On November 23, 2009, the National Assembly promulgated the 2009 Militia and Self-Defense Law. The law comprises 9 Chapters and 66 Articles. One of the fundamental contents stipulated in this document is the regulation on the composition of the militia and self-defense forces.
To be specific, according to the provisions of Article 4 of the Militia and Self-Defense Law 2009, militia and self-defense forces comprise core militia and self-defense forces and broad-based militia and self-defense forces.
In detail:
- Core militia and self-defense force is a force consisting of citizens within the age for performing the obligation to join the militia and self-defense force, who are selectively recruited to serve for a fixed term in militia and self-defense units. This force includes:
- Mobile militia and self-defense force is a force under the core militia and self-defense force organized into units ready to mobilize and carry out tasks in areas when ordered by competent authorities;- Local militia and self-defense force is a force under the core militia and self-defense force organized and operating in hamlets, villages, residential clusters, and in agencies and organizations, carrying out tasks locally and ready to reinforce the mobile militia and self-defense force;- Air defense militia, artillery, engineering, reconnaissance, communications, chemical defense, and medical militia and self-defense forces.
- Broad-based militia and self-defense force is a force consisting of citizens within the age for performing the obligation to join the militia and self-defense force who have been registered and managed to be ready to expand and mobilize the force when ordered by competent authorities.
