On January 8, 2025, the Government of Vietnam issued Resolution 01/NQ-CP regarding the main tasks and solutions for implementing the socio-economic development plan and state budget estimates for the year 2025.
According to Resolution 01/NQ-CP 2025, the main tasks and solutions for implementing the socio-economic development plan and state budget estimates for the year 2025 include completing a synchronized, modern strategic infrastructure system. This prioritizes key national transport infrastructure projects, such as major expressways, high-speed rail, inter-regional projects, large urban infrastructure, and digital transformation infrastructure; connecting expressways with airports, seaports, and deploying high-speed rail and urban rail systems.
Focus resources to strive to achieve the goal of having 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. Accelerate the implementation of component projects of the North-South expressway to the East for the period 2021-2025; important momentum projects such as Ring Road 4 in the Hanoi Capital Region, Ring Road 3 in Ho Chi Minh City, My Thuan - Can Tho expressway, Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang, Cao Lanh - An Huu, Hoa Lien - Tuy Loan, Cao Lanh - Lo Te, Lo Te - Rach Soi, and projects connecting the Ho Chi Minh Road...;
Strive to substantially complete Long Thanh International Airport, ports in the Lach Huyen area, commence the construction of Lien Chieu port; complete investment procedures for Can Gio international seaport; bring T3 terminal at Tan Son Nhat, T2 terminal at Noi Bai into operation. Accelerate the preparation procedures for investment in strategic national transport infrastructure projects; especially expressway routes for the period 2026 - 2030, promptly upgrading and expanding some expressway sections according to the planning scale;
Strive to complete procedures and commence investment in 2025 for the Lao Cai - Hanoi - Hai Phong railway line; prepare for investment in the Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong railway lines and accelerate the preparation to complete investment procedures for the entire high-speed railway project on the North-South axis.
Focus on resolving difficulties and obstacles in the implementation of large-scale infrastructure projects, especially in land compensation, support, and resettlement; ensure the supply of raw materials, control the prices of raw materials, and land use indicators to speed up the progress and ensure the quality of expressway projects. Implement breakthrough, practical, and effective solutions, especially mechanisms and policies to attract investment in infrastructure projects using a public-private partnership approach; at the same time, report to competent authorities for approval of policies, mechanisms, and solutions to definitively address existing issues of some public-private partnership projects.
Continue reviewing, completing, and supplementing construction norms to serve the key projects of the transport sector; investment capital ratio and overall construction costs to serve the management of construction investment costs, particularly for urban railway projects, high-speed railways. Promptly implement toll collection on expressways and sell toll collection rights on expressways as per regulations to have resources for continued investment in strategic infrastructure.
Build and develop a synchronized, modern digital infrastructure system. Promote 5G commercialization; research 6G technology; develop telecommunications satellites and upgrade the national telecommunications backbone infrastructure. Implement the Universal Telecommunication Service Provision Program.
Research, develop and issue technical standards to ensure the quality of the Internet on 3G, 4G, 5G mobile networks, fixed terrestrial broadband Internet service quality using FTTH/xPON technology, regulations on the installation of telecommunications outer cable networks... Develop, improve and optimize platforms according to the National Digital Transformation Program. Increase the rate of using new-generation IPv6 addresses on the Internet in Vietnam to 70% by 2025.
