Recently, the Ministry of Information and Communications has issued Circular 10/2018/TT-BTTTT stipulating the statistical reporting regulations for the Information and Communications sector.
Article 2 of Circular 10/2018/TT-BTTTT prescribes the statistical reporting forms for the Information and Communications sector and explains the forms in the appendices issued with this Circular, including:

Several important provisions related to the statistical reporting policies of the Information and Communications sector:
First, reporting unit: The reporting unit is the subject to apply the statistical reporting policies, specifically prescribed in the reporting forms in the appendices. The reporting unit is indicated at the upper right corner of each statistical form. The agency or unit responsible for reporting shall enter the name of the agency or unit at this position.
Second, report receiving unit: The report receiving unit is specifically prescribed in the reporting forms in the appendices. The report receiving unit is specifically indicated at the upper right, below the line of the reporting unit, of each form.
Third, statistical reporting period:
- Monthly statistical report is calculated from the 1st day to the end of the last day of the month;- Quarterly statistical report is calculated from the 1st day of the first month of the quarter to the end of the last day of the reporting quarter;- Semi-annual statistical report is calculated from January 1 to June 30;- Annual statistical report is calculated from January 1 to December 31 of the year.
Fourth, report submission deadline: The report submission deadline is specifically indicated at the upper left corner of each statistical form.
Fifth, method of report submission: Statistical reports are carried out in two (02) formats: paper documents and electronic means. Paper reports must bear the signature and seal of the head of the unit to facilitate inspection, comparison, and data processing. Electronic reports are shown in pdf format of the paper document or structured data files authenticated by the digital signature of the head of the reporting agency or unit.
