To be specific, in the regulation issued along with Circular 21/2019/TT-BLDTBXH stipulates the minimum knowledge requirements after graduation in the field of mechanical engineering, heating and air conditioning technology at the intermediate level as follows:

- Describe the method of reading detailed drawings, assembly drawings, construction drawings of the water supply and drainage system, ventilation system, air conditioning system;- Describe the method of using devices and tools for installing, inspecting, maintaining water supply and drainage systems, ventilation systems, air conditioning systems;- Describe the technical characteristics of metal, non-metal, and plastic materials used in water supply and drainage systems, ventilation systems, air conditioning systems;- Describe the methods of processing and shaping parts by hand or machine;- Describe the techniques of assembling parts and sub-assemblies using threading, welding, riveting, and brazing methods;- Describe the basic electrical circuit diagrams of water supply and drainage systems, ventilation systems, and air conditioning systems;- Describe the structure and operating principles of water supply and drainage systems, ventilation systems, and air conditioning systems;- Describe the technical standards for constructing water supply and drainage systems, ventilation systems, and air conditioning systems;- Describe the methods of installing water supply and drainage systems, ventilation systems, air conditioning systems;- Describe the technical characteristics of different types of refrigerants used in air conditioning systems;- Explain the regulations on labor safety and occupational hygiene;- Describe basic knowledge about environmental protection, energy and resource efficiency;- Describe basic knowledge about politics, culture, society, law, national defense and security, and physical education as prescribed.

In addition to knowledge, learners must also meet the following skill requirements:

- Read detailed drawings, assembly drawings, construction drawings of water supply and drainage systems, ventilation systems, air conditioning systems;- Process parts and sub-assemblies for water supply and drainage systems, ventilation systems, air conditioning systems using handheld tools and processing machines;- Use measurement and inspection devices and tools in the installation of water supply and drainage systems, ventilation systems, air conditioning systems;- Install water supply and drainage systems, ventilation systems, air conditioning systems according to construction drawings;- Install the electrical circuit of water supply and drainage systems, ventilation systems, air conditioning systems;- Apply measures to protect the environment, use energy and resources efficiently;- Necessary cognitive skills, communication and interpersonal skills to solve simple jobs or issues, work independently or in a team under changing work conditions and in transactions with customers;- Use basic information technology as prescribed; exploit, handle, and apply information technology in professional work in the industry or profession;- Use basic foreign languages, achieve level 1/6 in the Vietnam's foreign language proficiency framework; apply foreign languages in professional work in the industry or profession.

Additionally, learners must attain a certain level of autonomy and responsibility as follows:

- Work independently or in a team, solve simple jobs or issues under changing work conditions;- Take personal responsibility and responsibility for the group in the results of assigned work;- High sense of responsibility in the job, strictly adhere to discipline, and perform industrial manners;- Cooperate and assist colleagues, continuously improve professional knowledge;- Seriously comply with regulations on labor safety, occupational hygiene, environmental protection, and efficient use of energy and resources.
