Communal Civil Servants Receive Training in Social Work Management Skills

Recently, the Minister of Labor, Invalids, and Social Affairs has issued Circular 02/2020/TT-BLDTBXH guiding the management of individuals receiving social work services provided by social assistance facilities.

Currently, managing subjects is a professional measure of social work, including activities such as collecting information to assess the care and assistance needs of the subjects; developing, implementing, and adjusting care and assistance plans for the subjects; evaluating and ending the management of subjects to help them stabilize their lives and integrate into the community. Subject managers are officials and public employees, workers, and social work collaborators assigned by the head of the social assistance facility or the Chairman of the commune-level People's Committee to manage the subjects.

Social assistance facilities that provide social work services at the facility and at communes, wards, and commune-level towns are responsible for "training and improving the professional skills and qualifications for officials and public employees, workers working at the facilities, and those working at communes, wards, and commune-level towns, and social work collaborators on the subject management profession."

Additionally, Circular 02/2020/TT-BLDTBXH stipulates that social assistance facilities have the responsibilities:

- Developing and publicly posting the process for managing subjects at social assistance facilities.

- Organizing the implementation and documenting the management of subjects according to regulations.

- Training and guiding families or guardians, caregivers on knowledge, skills, and methods of care and support for the subjects.

- Applying information technology to perform professional duties and create and manage subject management records.

- Annually developing plans and estimating management expenses for subjects according to current regulations.

- Making biannual (before June 15) and annual (before December 15) and ad hoc reports to the Department of Labor - Invalids and Social Affairs at the same level regarding subject management.
