This is the important content of Circular 39/2013/TT-BTNMT issued by the Ministry of Natural Resources and Environment promulgating the economic-technical norms for meteorological and hydrological documentation work.

To be specific, Article 12 of the Economic and Technical Norms for Meteorological and Hydrological Documentation promulgated together with Circular 39/2013/TT-BTNMT stipulates the collection, control, evaluation, classification of quality, and transfer of environmental materials as follows:

Regarding the collection of materials:

* Preparation work:

- Review assigned tasks of the station network by the responsible station, including: Indicators (measurement factors), types of stations, and equipment at each station as the basis for verifying the materials sent by the station;- Arrange manpower to receive materials, remind stations to submit materials on time as per current regulations (stations must send materials to the responsible station, attach sample reports for analysis in the laboratory; stations need to contact the laboratory to review and collect materials within the prescribed time).

* Material collection:

- Submission procedures:- For materials received directly: Statistical records of submitted materials confirmed by the station chief, laboratory; statistical records of submitted materials and prepare handover minutes according to the Meteorological and Hydrological Documentation Preservation Regulations and Temporary Regulations on environmental monitoring;- For materials sent by post: Verify the postmark from the unit sending the materials; inventory the materials and cross-check with the station-compiled statistics, if errors are detected, promptly notify the station to supplement; confirm on the handover record and return it to the sending unit.

- Legal check: Comment and signature of the station chief (seal if necessary).

- Material volume check: Based on the assigned task on criteria, measurement factors, and the monthly report of the station, check the quantity of materials, and determine the causes of deficiencies.

Regarding material control:

- Control the physical condition of the materials;- Control the implementation of temporary regulatory processes;- Control reports recording measurement results for rainwater environment, settled dust, water environment materials;- Control the quality of each factor (proper functioning or malfunctioning of machines affecting data quality) for automatic environmental monitoring stations;- Control reports recording analysis results for rainwater environment, settled dust, water environment materials;- Control salty materials: Explain, analyze, and calculate results, correlate measured factors, rational properties between stations/measurement points in the network.

Regarding evaluation, classification, and material transfer: Note quality evaluation comments, annually send all observational results, analysis results, and automatic environmental monitoring station data along with material statistics to the Hydrometeorological and Environmental Network Center for appraisal and quality assessment.
