Classification of Overburden Rock in Open-pit Coal Mining

On October 11, 2018, the Ministry of Industry and Trade issued Circular 34/2018/TT-BCT regulating the acceptance and inspection of overburden volume in coal mining by the open-pit method.

Circular 34 divides overburden removal for coal mining by open-pit method into 02 types: overburden removal within the annual plan and overburden removal outside the annual plan. To be specific as follows:

1. Overburden removal within the annual plan includes:

- Overburden within the mine design approved by the competent authority and in the annual plan approved by the head of the coal mining organization or individual/direct superior of the enterprise and has been excavated, transported, and dumped.- Overburden arising due to landslides during the mining process affecting the layers, mining moats, transport roads, drainage ditches, which must be removed to ensure production is counted in the overburden removal volume within the annual plan.

2. Overburden removal outside the annual plan:

- Is overburden removal not falling under the above regulations. In cases of excavating overburden outside the limits of the annual plan but still within the boundary of the mine design, the volume may be counted in the overburden removal of the following year if the following year’s plan includes removal up to that limit.
