egarding this matter, LawNet would like to answer as follows:

On March 29, 2024, the Minister of Construction issued Decision 220/QD-BXD on the program for forming legislative documents and projects of the Ministry of Construction of Vietnam in 2024.

Circulars to be issued by the Ministry of Construction of Vietnam in 2024

Specifically, in 2024, the Ministry of Construction will issue the following Decisions within its jurisdiction:

(1) Circular regulating certain provisions of the Housing Law (to be issued before November 15, 2024)

(2) Circular issuing the framework program for training and enhancing knowledge of real estate brokerage and real estate trading floor management (to be issued before November 15, 2024)

(3) Circular regulating the management solution for house numbering and integrating house number plates with the national population database (to be issued before November 15, 2024)

(4) Circular guiding the Council of Management and the criteria and conditions for appointment and dismissal of Council of Management members in public service units in the field of Construction (to be issued in Q2/2024)

(5) Circular regulating the codes, standards, professional titles, promotion, and salary grading according to professional titles for construction sector officials (to be issued in Q2/2024)

(6) Circular regulating the criteria for classification, conditions for establishment, merger, consolidation, and dissolution of public service units in the construction sector (to be issued in Q3/2024)

(7) Circular issuing economic-technical norms, criteria, and quality standards for products and services using the state budget in the Ministry of Construction's management (to be issued in Q3/2024)

(8) Circular abolishing certain legislative documents issued by the Minister of Construction or jointly issued by other agencies (to be issued in August 2024)

(9) Circular guiding the determination and management of costs for abbreviated detailed planning (to be issued in Q2/2024)

(10) Circular amending Circular 12/2021/TT-BXD issued on August 31, 2021, regarding construction norms (to be issued in June 2024)

(11) Circular replacing Circular 12/2017/TT-BXD issued on November 30, 2017, on guidance on determination and management of urban investment and development costs (to be issued before November 15, 2024)

(12) Circular amending and supplementing Circular 13/2021/TT-BXD issued on August 31, 2021, regarding the method of determining economic-technical indicators and construction volume measurement (to be issued before November 15, 2024)

In addition to issuing the mentioned Circulars, the Ministry of Construction will also propose the following Decisions:

- Decree replacing Decree 16/2022/ND-CP issued on January 28, 2022, by the Government on Imposing penalties for administrative violations in construction (to be proposed in September 2024)

- Decree specifying and guiding the implementation of certain provisions of the Housing Law (to be proposed before September 15, 2024)

- Decree on renovation and reconstruction of apartment buildings (to be proposed before September 15, 2024)

- Decree on the development and management of social housing (to be proposed before September 15, 2024)

- Decree specifying and guiding the implementation of certain provisions of the Law on Real Estate (to be proposed before September 15, 2024)

- Decree on the construction, management, and use of the information system on housing and real estate market (to be proposed before September 15, 2024)

- Decree on urban green trees and public parks (replacing Decree 64/2010/ND-CP by the Government on management of urban green trees) (to be proposed in November 2024)

- Decree amending and supplementing certain provisions of Decree 15/2021/ND-CP issued on March 3, 2021, by the Government on elaborating certain regulations on management of construction projects (to be proposed in December 2024)
