- Clearly identify the goals, scope, and subjects of the emulation, based on which to set specific targets and contents for the emulation. The identification of contents and targets must be in line with the actual conditions of the locality, agency, organization, or Militia and Self-Defense unit.
- Based on the characteristics and nature of force building, training, competitions, and activities of the Militia and Self-Defense Force to determine suitable forms of organizing the emulation, avoiding formalism in emulation.
- Implement measures to organize the emulation movement, monitor the process of organizing the emulation, organize pilot points to draw experience, and disseminate good experiences to participants in the emulation.
- Review and summarize to evaluate the results of the emulation movement; for thematic or long-term emulation movements, a mid-term review can be organized to draw experience; after the emulation period ends, summarize, evaluate the results, rate, and propose rewards for outstanding collectives and individuals in the emulation movement.
The scope of organizing emulation for the Militia and Self-Defense Force falls within the Victory Emulation Movement of the Vietnam People's Army, linked to the patriotic emulation movements of ministries, central authorities, localities, and nationwide. Additionally, the emulation movements in the Militia and Self-Defense Force are organized on a national scale or within individual agencies, organizations, units, and localities. The annual regular emulation launch is carried out by local military agencies at all levels, agencies, units under the Ministry of National Defense, and the Military Command of ministries and central authorities.
