Circular 40/2015/TT-BLDTBXH stipulates the standards concerning professional qualifications, expertise, and working policies of teachers instructing at the primary vocational level, issued by the Minister of Labor, Invalids, and Social Affairs on October 20, 2015.

Circular 40/2015/TT-BLDTBXH prescribes policies on teaching hour reduction for educators teaching at the elementary level as follows:
1. Educators in management roles:
- Class advisors: are entitled to a 15% reduction in the teaching hour norm per class;- Educators in charge of specialized classrooms/workshops: with dedicated staff, a 10% reduction in the teaching hour norm per room or workshop; without dedicated staff, a 15% reduction in the teaching hour norm per room or workshop;- No reduction of teaching hours for public employees managing as stipulated in Clause 2, Article 11 of this Circular.
2. Educators concurrently holding roles in the Communist Party, unions:
- Educators concurrently holding the position of Branch Secretary or President of the grassroots Trade Union at vocational education institutions are entitled to a 20-30% reduction in the teaching hour norm; educators concurrently holding the deputy positions of the aforementioned titles are entitled to a 15-20% reduction in the teaching hour norm;- Educators concurrently holding the position of Youth Union Secretary or Deputy Youth Union Secretary are entitled to policies as per Decision 13/2013/QD-TTg dated February 06, 2013, by the Prime Minister of Vietnam on policies for officials of the Ho Chi Minh Communist Youth Union, Vietnam Students' Association, Vietnam Youth Federation in educational and vocational education institutions;- Educators concurrently holding multiple positions are entitled to a maximum reduction of no more than 45% of the teaching hour norm. Depending on the scale of the vocational education institution and the number of members in each organization, after reaching an agreement with the unions, the head of the vocational education institution decides the reduction ratio for the titles stipulated in Points a and b of this Clause.
3. Other teaching hour reduction policies:
- Educators in probationary or trial periods are entitled to a 30% reduction in the teaching hour norm;- Female educators with children under 12 months old are entitled to a 15% reduction in the teaching hour norm.
