Recently, the Ministry of Natural Resources and Environment issued Circular 39/2015/TT-BTNMT stipulating technical regulations on the operation of satellite image receiving stations.
Circular 39/2015/TT-BTNMT: Technical regulations on operating satellite image receiving stations (Illustrative image)
The technical operation of satellite image receiving stations is regulated as follows:
1. Conditions for operating satellite image receiving stations
- The satellite image receiving station system must ensure continuous operation twenty-four hours a day and seven days a week;- The operation of the receiving station must be conducted by operators holding a university degree in one of the following fields: geodesy, cartography, remote sensing, telecommunications electronics, information technology, and who have participated in a training course on operating satellite image receiving stations.
Operation of satellite image receiving stations is divided into shifts. Work results and technical incidents (if any) during the shift must be recorded in the logbook (as per the template in Appendix No. 01 issued with this Circular). Upon the completion of a shift, a handover must be conducted between the two operation teams and signed in the logbook.
2. Operation of the receiving station under emergency policies
- The operation of the receiving station under emergency policies is to be carried out when there is a direct request from the General Secretary, Chairman of the National Assembly, the President, the Prime Minister of the Government of Vietnam;- After completing the emergency image reception, the data must be prioritized for the production of remote sensing image products and provided as requested.
3. Coordinated operation between satellite image receiving stations and satellite control stations
- The satellite control station is responsible for developing and sending the remote sensing image acquisition plan to the satellite image receiving station, to capture signals when the satellite passes by. Information on the image acquisition plan between the satellite image receiving station and the satellite control station is exchanged daily through a shared email, phone, or fax;- The remote sensing image data security key is changed bi-weekly;- When shutting down the satellite image receiving station system, the satellite control station must be informed.
4. Information and data security
Operators must comply with current regulations on information and data security to ensure the security and safety of remote sensing image data received at the satellite image receiving station.
5. Handling technical incidents
When a technical incident is detected during operation, the operator must describe the incident in the Incident Tracking Log (as per the template in Appendix No. 03 issued with this Circular).
Organize a group meeting to handle the incident according to the manufacturer's guidelines and regulations. The steps to handle the incident must be detailed for reference.
6. Maintenance of satellite image receiving station systems
Satellite image receiving station equipment must be maintained periodically monthly, every six months, and annually following the manufacturer's regulations.
The manager of the satellite image receiving station must heed these regulations during operation to ensure safety, responsiveness, and promptly handle any emergency situations that arise.
