Circular 33: Regulations on Proposals for Scientific and Technological Tasks

This is one of the contents stipulated in Circular 33/2014/TT-BKHCN Promulgating the regulations on managing scientific and technological tasks at the ministerial level of the Ministry of Science and Technology, issued on November 06, 2014.

The proposal of science and technology tasks is carried out as follows:

  1. Organizations and individuals outside the Ministry of Science and Technology submit the proposal of science and technology tasks using the form (Appendix 1 - Proposal Form) to the Department of Planning - General Affairs, Ministry of Science and Technology.

  2. Organizations and individuals within the Ministry of Science and Technology submit the proposal of science and technology tasks using the form (Appendix 1 - Proposal Form) to their directly managing units for aggregation using the form (Appendix 1 - Aggregated Proposal).

The managing units aggregate the proposals of science and technology tasks using the form (Appendix 1 - Aggregated Proposal), and send them to the Department of Planning - General Affairs. In the case of intermediary managing units (Level 2 estimating units), the proposals should be sent to the intermediary managing units for aggregation before sending to the Department of Planning - General Affairs.

For units within the Ministry's department, the proposal of science and technology tasks should be sent to the Office of National Science and Technology Programs for aggregation and then sent to the Department of Planning - General Affairs.

In the case of proposals of 02 or more science and technology tasks, the tasks must be arranged in order of priority based on their necessity and feasibility.

  1. The Department of Planning - General Affairs aggregates the list of science and technology tasks proposed by organizations, individuals, and the list of tasks directly proposed by the Ministry leadership (if any) according to each research field group. The list is then presented to the Minister for consideration and decision on the tasks to be submitted for consultation by the Advisory Council to determine the science and technology tasks.
