Circular 31/2017/TT-BLDTBXH was promulgated on December 28, 2017. One of the fundamental contents stipulated in this Circular is the regulation on enrollment for training. To be specific:
1. Admission for training programs at college, intermediate, and elementary levels in the form of work-study shall be conducted in accordance with the provisions of Circular 05/2017/TT-BLDTBXH for college and intermediate levels and as per Clause 3, Article 14, Article 15 of Circular 42/2015/TT-BLDTBXH for the elementary level.
2. Vocational education centers and enterprises registered to provide vocational education at the elementary level are only permitted to enroll and train at the elementary level in the work-study format if they have already conducted formal training in the same sector and level; submitted a training registration report in the work-study format and received written approval from the Department of Labor, War Invalids and Social Affairs of the locality where the training is conducted.
3. Intermediate schools are only permitted to enroll and train at the intermediate and elementary levels in the work-study format if they have already conducted formal training in the same sector and level; submitted a training registration report in the work-study format and received written approval from the Department of Labor, War Invalids and Social Affairs of the locality where the training is conducted.
4. Colleges are only permitted to enroll and train at the college, intermediate, and elementary levels in the work-study format if they have already conducted formal training in the same sector and level; submitted a training registration report in the work-study format and received written approval from the Directorate of Vocational Education and Training.
5. Higher education institutions registered to provide vocational education at the college level are only permitted to enroll and train at the college level in the work-study format if they have already conducted formal training in the same sector and level; submitted a training registration report in the work-study format and received written approval from the Directorate of Vocational Education and Training.
6. In cases where vocational education institutions or higher education institutions registered to provide vocational education at the college level collaborate with enterprises for training, they are permitted to organize training upon submission of a training registration report in the work-study format and receiving written approval from the Department of Labor, War Invalids and Social Affairs (for vocational education centers, enterprises registered to provide vocational education, and intermediate schools) or from the Directorate of Vocational Education and Training (for colleges and higher education institutions registered to provide vocational education at the college level).
Circular 31/2017/TT-BLDTBXH takes effect from February 12, 2018.
