On November 14, 2016, the Minister of Finance issued Circular 285/2016/TT-BTC stipulating the rates of collection, policies for collection, payment, and management of fees and charges in veterinary work.
Circular 285/2016/TT-BTC stipulates the fees and charges in veterinary activities and the fee and charge collection organized by the Department of Animal Health (Ministry of Agriculture and Rural Development), the sub-department with the function of specialized veterinary management as prescribed in the Veterinary Medicine Law.
Some fee and charge rates in veterinary activities regulated in the Circular are as follows:
+ Fee for issuing animal and animal product quarantine certificates for terrestrial animals; imported, transited, temporarily imported for re-export aquatic animals (including bonded warehouses), and border crossing shipment: 70,000 VND/time;
+ Fee for issuing veterinary service practice certificates: 100,000 VND/time;
+ Fee for assessing animal disease-free areas (including aquatic animals): 3,500,000 VND/time;
+ Fee for clinical inspection of pigs: 60,000 VND/per car;
+ Fee for supervising quarantine of breeding animals (including aquatic animals): 800,000 VND /shipment/car;
+ Fee for assessing, certifying good manufacturing practices for veterinary drugs, aquatic veterinary drugs (GMP): 18,000,000 VND/time;
+ Fee for assessing the content of veterinary drug advertisements, aquatic veterinary drugs, equipment, and tools in veterinary: 900,000 VND/time;
+ Fee for quality inspection of veterinary drugs shipment, and veterinary drug raw materials imported for visual inspection: 250,000 VND/shipment.
The Circular also guides the fee collecting organization to declare and remit the collected fees to the state budget following Clause 3, Article 19 and Clause 2, Article 26 of Circular 156/2013/TT-BTC and Decree 83/2013/ND-CP. Additionally, the fee-collecting organization must transfer the collected fees of the previous month to the fee awaiting account to remit to the state budget at the State Treasury no later than the 5th of every month.
The Circular takes effect from January 01, 2017, and replaces Circular 04/2012/TT-BTC dated January 05, 2012, of the Minister of Finance.
