Circular 28/2017/TT-BGDDT was promulgated on November 30, 2017. This Circular stipulates the standards, conditions, content, and form of review for promotion in the professional titles of public preschool and general education teachers.
This Circular specifies in detail the method of calculating dossier scores for the promotion of professional titles for public preschool and general education teachers as follows:
1. The promotion dossier is scored on a scale of 100. The total score of the promotion dossier includes the dossier score and the additional score. Numbers are not rounded when summing up the scores.
2. The dossier score is 100 points, specifically:
- Group of criteria for evaluating the teacher's ability to perform tasks at the proposed rank: 5.0 points;- Group of criteria for training and fostering qualifications: 20 points;- Group of criteria for professional competence and expertise standards: 75 points;- Detailed points for each criterion are specified in the appendix attached to Circular 28/2017/TT-BGDDT.
3. Additional points:
- Additional points are given in the following cases:- Possessing higher education qualifications, foreign language, and computer skills than the required standards of the rank (calculated into the points of the criteria group under point b, clause 2, Article 6 of Circular 28/2017/TT-BGDDT);- Having achievements awarded a certificate of merit from the provincial level or higher;- Having a certificate recognizing a higher-level emulation soldier than the required standards of the rank;- Teachers with students who have won provincial or national awards in competitions organized by the Education sector (excluding competitions organized by agencies or units outside the Education sector), teachers with students in teams participating in Southeast Asian, Asia-Pacific, or international science, culture, or sports competitions, and teachers with students who have won awards in Southeast Asian, Asia-Pacific, or international science, culture, or sports competitions (calculated into the points of the criteria group under point c, clause 2, Article 6 of Circular 28/2017/TT-BGDDT);- Additional points are calculated for each piece of evidence of the standards and criteria set by the Promotion Review Council but do not exceed 5.0 points. For standards and criteria with multiple pieces of evidence to calculate additional points, only the piece of evidence with the highest value is used.
4. For the cases stipulated in Article 9 and clause 1, Article 10 of Circular 28/2017/TT-BGDDT, points are still calculated according to the specified points of those standards and criteria to ensure the total dossier score is 100 points.
