Circular 20: Regulations on Converting Professional Activities into Standard Teaching Hours

On July 28, 2020, the Ministry of Education and Training issued Circular 20/2020/TT-BGDDT stipulating the working policies for lecturers at higher education institutions.

Circular 20: Regulation on Conversion of Professional Activities into Standard Teaching Hours (Illustration)

Article 6 Circular 20/2020/TT-BGDDT specifically regulates the conversion of professional activities into standard teaching hours, as detailed below:

1. Teaching

- One session of direct theoretical teaching in the classroom or online for a maximum of 40 students is calculated as 1.0 standard teaching hour;- One session of theoretical teaching combined with demonstration in the training field, exercise ground for defense and security education, or physical education subject is calculated as 1.0 standard teaching hour;- For classes with more than 40 students, depending on specific working conditions of each class in different specialties, one session of direct theoretical teaching in the classroom or online can have a conversion factor but not exceeding 1.5;- One session of a specialized lecture, theory teaching for master's or doctoral level classes, or a lecture in a foreign language for a subject that is not a foreign language is calculated as 1.5 to 2.0 standard teaching hours.

2. Other Professional Activities

- The head of the higher education institution regulates the conversion of the time spent on other professional activities into standard teaching hours accordingly;- For tasks that have remuneration supported by other funding sources, the conversion of time spent on these tasks into standard teaching hours is not carried out; however, these tasks are considered when calculating the total standard teaching hours to evaluate the completion of annual tasks for lecturers who do not exceed the labor norm.

In addition, this Circular regulates the working mode exceeding the labor norm as follows:

- In an academic year, lecturers who teach, conduct scientific research, serve the community, and perform other professional tasks exceeding the norm are entitled to policies for work exceeding the norm according to the provisions of law. The head of the higher education institution, based on the current state regulations and unit's actual conditions, decides the policies for remuneration suitable for work exceeding the norm.- The annual working time exceeding the norm for lecturers must not exceed the time stipulated by labor law.
