Recently, the Minister of National Defense signed and promulgated Circular 11/2016/TT-BQP, stipulating criteria for port classification, publishing the list of inland waterway ports; technical grading, technical grading standards for inland waterway ports, standards for inland waterway wharves, and management activities for inland waterway ports and wharves under the management authority of the Ministry of National Defense.
According to the regulations of Circular 11/2016/TT-BQP, the Minister of National Defense announces the list of inland waterway ports under the management authority of the Ministry of National Defense. Specifically, the procedure for announcing the list of inland waterway ports is as follows:

- Units directly managing inland waterway ports are to prepare a list of inland waterway ports and submit it to the Military Region Command or its equivalent before September 1 every year according to Form No. 03 in the Appendix issued with this Circular;
- The Military Region Command or its equivalent is responsible for inspecting, compiling, and sending a document to the Operations Department/General Staff (hereinafter referred to as the Operations Department) before October 1 every year according to Form No. 03, accompanied by a list of inland waterway ports according to Form No. 05 in the Appendix issued with this Circular;
- The Operations Department is responsible for inspecting, compiling, and reporting to the Head of the General Staff, and submitting it to the Minister of National Defense for a decision to announce the list of inland waterway ports before December 31 every year according to Form No. 04, accompanied by a list of inland waterway ports according to Form No. 05 in the Appendix issued with this Circular.
