Circular 09/2019/TT-BCT: Guidelines for Establishing a Database of Dams and Hydropower Reservoirs

According to the provisions of Article 14 Circular 09/2019/TT-BCT, the owner of the dam and hydropower reservoir is responsible for reviewing the records and the current status of the dam and reservoir to establish a database of the dam and hydropower reservoir and submit it to the Department of Industry and Trade where the dam and hydropower reservoir are constructed. The database template is stipulated in Appendix VII of this Circular.

For hydropower projects with multiple reservoirs or a reservoir with multiple dams, the database is established separately for each dam and reservoir.

In case the information in the dam and reservoir database changes, the owner of the dam and hydropower reservoir must update it in the database.

According to Circular 09, the safety inspection of hydropower dams as stipulated in Article 18 Decree No. 114/2018/ND-CP is conducted for the main dam and auxiliary dams of the reservoir.

Regarding the periodic reporting of state management on the safety management of dams and hydropower reservoirs: Periodically before March 31 every year, the Department of Industry and Trade where the dam and hydropower reservoir are constructed is responsible for consolidating and reporting the state management of the safety of dams and hydropower reservoirs in the previous year in the area, according to the form stipulated in Appendix VIII of this Circular to the Provincial People's Committee and the Ministry of Industry and Trade.
