Circular 08: Regulations on building the Technology Orders List required for search (illustrative image)

Article 11 Circular 08/2015/TT-BKHCN stipulates the steps for building the Technology Orders List required for search as follows:

Step 1: Proposal for technology orders required for search

- Requirements for the technology needed to be searched: The technology must be new, highly competitive; it should have a disruptive impact on production scale and product quality, promoting socio-economic development, serving national defense and security.

- Basis for proposing orders:

- Requirements of the Communist Party leaders and the State;- National scientific and technological development strategy; socio-economic development strategy, plans of ministries and central authorities, and localities in line with the objectives, content, and tasks of the Program;- Practical needs to address urgent issues of security, defense, natural disasters, epidemics, and Vietnam's science and technology development;- Technological information data provided and proposed by technology search experts.

- Based on the regulations on requirements for the technology needed to be searched and at least one of the regulations on the basis of proposing orders, ministries and central authorities, and localities will propose technology orders required for search using Form PDX-TKCN in the Appendix issued with this Circular, and send it to the Ministry of Science and Technology.

Step 2: The Ministry of Science and Technology consolidates the proposed technology orders required for search; organizes the evaluation and selection of proposals with urgency and feasibility to build and approve the Technology Orders List required for search as a basis for selecting tasks for search, supporting the transfer of foreign technology of the Program. The determination of the Technology Orders List required for search is carried out according to the regulations in Circular 07/2014/TT-BKHCN.

Note: The Technology Orders List required for search is periodically reviewed, evaluated, and supplemented (6 months) or unexpectedly upon request by the Ministry of Science and Technology.
