Below are the regulations on traffic organization at road sections during construction activities on operating roads in Vietnam in 2025.

On December 26, 2024, the Government of Vietnam issued Decree 165/2024/ND-CP detailing and guiding the implementation of certain articles of the Law on Road 2024 and Article 77 of the Law on Road Traffic Order and Safety 2024.

Traffic organization on road sections during construction activities on operating roads in Vietnam in 2025​

The traffic organization on road sections with construction activities on operating roads in Vietnam is regulated in Article 25 of Decree 165/2024/ND-CP as follows:

(1) Traffic on operating road sections with construction activities includes:

- Construction of works on operating roads as stipulated in Clause 1, Article 32 of the Law on Road 2024;

- Construction of projects for renovation, upgrading, or expansion within road construction investment projects; construction of other roads intersecting with operating roads; strengthening road works when necessary to allow oversized, overweight, track, and oversized cargo vehicles to operate on roads; construction of interchanges connecting with operating roads.

(2) Measures for traffic organization on operating roads include:

- Preparing design dossiers for site layout plans, vertical cross-sections, and other drawings describing: the implementation area for traffic organization and its vicinity; road portions designated for traffic in each direction, plans for using detours and temporary bridges to ensure traffic; road surface width, lanes designated for traffic; traffic diversion diagrams to alternate routes to avoid construction sites; structures, construction elements requiring repair, reinforcement, restoration after construction on operating roads, and other necessary contents; accompanied by explanations for traffic organization measures during construction on operating road sections, including content on traffic assurance plans, traffic lane allocation for pedestrians and vehicles through construction areas; diversion plans for some or all vehicles and pedestrians to alternate routes during construction on operational routes; implementation timing;

- Organizing the adjustment and supplementation of road signs; adjusting, supplementing traffic safety structures, traffic warning lights, and nighttime illumination; assigning checkpoints to ensure traffic security (if any);

- Arranging time for traffic organization implementation, lane allocation, and traffic flow diversion.

(3) Project investors constructing works within operating road boundaries are responsible for the costs and implementation of traffic organization measures on operating roads, as specified in Clause (2), from the time of ground handover from the road manager or user until the construction on the operating road is completed; inspecting and supervising contractors executing works on operating roads according to Clause (4) and related legal regulations.

(4) Contractors executing works on operating roads must:

- Conduct construction on operating roads in accordance with the Law on Road 2024, provisions of this Decree, and the contract signed with the project investor;

- Implement traffic organization measures during construction on operating roads to ensure safe and smooth traffic through the construction area;

- Comply with the construction permit regulations for operating road projects.

(5) Road management authorities, managers, and users monitor and inspect the implementation of the contents prescribed in Clauses (2), (3), and (4); temporarily suspend, revoke construction permits on operating roads, handle violations under authority against organizations or individuals violating traffic organization regulations on operating roads, or recommend competent authorities to handle violations.
