Appendix 2 issued together with Circular 04/2015/TT-BVHTTDL guides and explains in detail the method of recording the content of the family violence report form with respect to the elderly, women, and children. The indicator for family violence cases against the elderly, women, and children includes cases where family members intentionally cause or are capable of causing physical, mental, or economic harm to other family members. Specifically, it includes the following acts:

- Torture, beating, or intentional acts of health and life assault;

- Insulting or other intentional acts of defamation and honor violation;

- Isolating, expelling, or regularly applying psychological pressure causing severe consequences;

- Impeding the execution of rights and obligations in family relationships between grandparents and grandchildren; between parents and children; between spouses; between siblings;

- Forcing sexual relations;

- Forcing early marriage; forcing marriage, divorce, or hindering voluntary and progressive marriage;

- Seizing, destroying, vandalizing, or deliberately damaging personal property of other family members or joint property of family members;

- Forcing family members to work beyond their capacity, contributing financially beyond their means; controlling family members' income to create financial dependency;

- Illegally forcing family members to leave their residence.

Note: Family violence cases involving the elderly, women, and children that have been handled are those that have been mediated, counseled, or criticized within the community, and in which the person committing family violence has been dealt with according to the law.
