Recently, the Ministry of Labor, Invalids, and Social Affairs has issued Circular 03/2020/TT-BLDTBXH guiding the implementation of certain policies regarding Veterans stipulated in Decree 157/2016/ND-CP dated November 24, 2016 of the Government of Vietnam, which amends and supplements Decree 150/2006/ND-CP dated December 12, 2006, detailing and guiding the implementation of certain provisions of the Ordinance on Veterans.

According to Article 2 of Circular 03/2020/TT-BLDTBXH, health insurance benefits for veteran citizens are implemented in accordance with the regulations in Decree 146/2018/ND-CP dated October 17, 2018 of the Government of Vietnam detailing and guiding the implementation of certain provisions of the Law on Health Insurance.
Regarding the procedures for identifying, managing, and issuing health insurance cards for veteran citizens, these are implemented similarly to those for people with contributions to the revolution as stipulated in Clause 1, Article 4 of Circular 25/2016/TT-BLDTBXH dated July 26, 2016 of the Ministry of Labor - Invalids and Social Affairs, which guides the identification and management of subjects participating in health insurance in accordance with Clause 1, Article 1 of the Law on Amendments and Supplements to Certain Articles of the Law on Health Insurance.
Additionally, Circular 03 stipulates that if a veteran passes away and is not eligible for funeral expense policies under the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution and the Law on Social Insurance, the person organizing the funeral is entitled to funeral expenses equivalent to the funeral allowance stipulated by current social insurance laws.
The dossiers and procedures for claiming funeral expense policies for deceased veteran citizens are implemented similarly to those for people with contributions to the revolution as stipulated in Article 39 of Circular 05/2013/TT-BLDTBXH dated May 15, 2013 of the Ministry of Labor - Invalids and Social Affairs guiding the procedure for establishing dossiers, managing dossiers, implementing preferential policies for people with meritorious services to the revolution and their relatives.
