Below is the content regulating the cases of dismissal of People’s Public Security Inspectors in Vietnam effective from February 10, 2025.

On December 25, 2024, the Government of Vietnam issued Decree 164/2024/ND-CP regulating the organization and operation of the People's Public Security Inspection.
According to Article 18 of Decree 164/2024/ND-CP, the dismissal of inspectors in the People's Public Security in Vietnam is regulated as follows:
(1) Automatic dismissal from the inspector ranks in the following cases:
- Retirement, demobilization, change of sector, transfer of job position, or other work;
- Disciplined by having the People's Public Security title revoked;
- Sentenced by the Court and the judgment, decision has taken legal effect;
(2) The Minister of Public Security of Vietnam issues a decision to dismiss the inspector in the following cases:
- Due to health reasons, family circumstances, or other reasons that prevent the fulfillment of assigned tasks;
- Performing acts prohibited under Article 8 of the 2022 Inspection Law;
- Engaging in fraud or giving untruthful declarations in the appointment dossier to the inspector ranks;
- Other cases as prescribed by law.
(3) Sequence and procedures for dismissal from the inspector rank
- Automatic dismissal from the inspector rank is calculated from the time decisions, judgments take effect;
- The direct manager of inspectors at unit or local police based on (2) is responsible for completing the dossier and submitting a written proposal for dismissal to the Ministry of Public Security's Inspection;
- Based on the unit, local police proposal, the Ministry of Public Security's Inspection checks documents, drafts dismissal decisions, and sends documents for comments to the Personnel Organization Department before submitting to the Minister of Public Security for decision;
- The head of the unit or local police directly managing the inspector is responsible for notifying the dismissal decision; revoking the inspection card from the dismissed cadre and sending it to the Ministry of Public Security's Inspection.
- General standards
Meet the standards stipulated in Article 39 of the 2022 Inspection Law. To be specific:
+ Rated as good or above in completing tasks in the year immediately preceding the appointment; not within the duration of disciplinary action or under consideration for disciplinary action;
+ Knowledgeable in law and professional work of the security sector; have knowledge of state management; able to use appropriate IT, foreign languages, or local ethnic languages for areas with many ethnic minorities;
+ Hold a university degree in Security or higher, or other university degree with additional Public Security professional training.
- Specific standards
+ Hold a basic political, political-administrative theory diploma or higher, or a certificate confirming a basic political theory level or higher from a competent authority as per regulations;
+ Have an inspector training certificate.

The People's Public Security Inspection includes:
- The Ministry of Public Security's Inspection (abbreviated as the Ministry Inspection);
- Provincial Public Security Inspection, centrally-governed city's Public Security Inspection (abbreviated as Provincial Security Inspection);
- Inspection of the Police Department for the Management of Prisons, Compulsory Education Institutions, Reform Schools; Inspection of the Police Department of Fire Prevention and Fighting, and Rescue (abbreviated as Department Inspection).
District-level police, district-level towns, urban districts, provincial cities, cities under centrally-governed cities, and police units with a quota of 200 or more personnel organize professional inspectors; police units with less than 200 personnel organize part-time inspectors.
The number of professional inspectors, part-time inspectors at units is decided by the head of the unit.
