Circular 19/2017/TT-BGTVT on the management and assurance of flight operations was issued on June 6, 2017. One notable content of this Circular is the regulation on the cases for the creation and issuance of NOTAM.
To be specific, the cases of initiating and issuing NOTAM as prescribed in Circular 19/2017/TT-BGTVT include:
Opening, closing an airport, or significant changes in the operation of an airport or runway.
Establishing, canceling, or significant changes in the activities of AGA, AIS, ATS, CNS services, aviation meteorology (MET), civil aviation search and rescue (SAR).
Establishing, canceling, or significant changes in the operational capability of electronic equipment and aviation radio navigation aids, including:
a) Disruption or restoration of operations, frequency changes, changes in operation times, name changes, directions for navigation aids;
b) Changes in location, power increase or decrease by 50% or more;
c) Changes in broadcast schedule notification, content, irregularity or unreliability of electronic navigation aids, and ground-air communication services.
Establishing, canceling, or significant changes in visual aids.
Disruption or restoration of major components of airport lighting systems.
Establishing, canceling, or significant changes in flight operation assurance methods/services.
Detecting, repairing damages, or restricted operations in the airport's activity area.
Changes or restrictions in the supply capability of fuel, lubricants, and oxygen.
Significant changes in the capability of providing SAR vehicles and services.
Establishing, canceling, or restoring the operation of obstacle lighting that affects flight operations.
Changes in regulations requiring immediate action, such as prohibited areas used for SAR services.
The appearance of hazards affecting flight operations, including obstacles, military exercises, demonstration flights, sports flights, parachuting outside announced areas.
Constructing, relocating, or changing obstacles affecting flight operations in the takeoff, climb, missed approach, approach, and runway safety strip areas.
Establishing, terminating, or changing the operational status of prohibited, dangerous, or restricted flying areas.
Establishing, terminating airways, or parts of airways where interception may occur, or the requirement to monitor the emergency frequency VHF 121.5 MHz.
Designating, canceling, or changing location names as specified by ICAO.
Significant changes in the level of rescue and fire services provided at the airport.
The occurrence, movement, or significant changes in hazardous conditions due to snow, ice, melted snow, radioactive substances, hazardous chemicals, or water in the airport's activity area.
The occurrence of diseases requiring notification for vaccination or quarantine measures.
Solar radiation forecasts, if provided.
Significant changes in volcanic activity, location, date, and time of volcano activity, activity range (horizontal and vertical) including plume direction, flight levels, and airways or airway parts that may be affected.
Notification of radioactive or chemical releases into the atmosphere following nuclear or chemical accidents, location, date, and time of the incident, flight levels, airways, or parts of airways that may be affected and movement direction.
Conducting humanitarian relief operations with methods and limits affecting flight operations.
Implementation of short-term air traffic measures in cases of ATS suspension or partial suspension and related support services.
