Cases Eligible for Awarding or Posthumously Awarding the Title "Heroic Vietnamese Mother"

The title "Heroic Vietnamese Mother" is awarded or posthumously awarded to mothers whose children are martyrs, in recognition and acknowledgment of the immense contributions and sacrifices of these mothers.

Those who are awarded or posthumously awarded titles as stipulated in the Ordinance on Amendments and Supplements to several provisions of the Ordinance on the State Honorary Title “Heroic Vietnamese Mother” 2012 (referred to as Ordinance 05/2012/UBTVQH13) include:

- Having two or more children who are martyrs;- Only having two children, with one being a martyr and one being a wounded soldier with a labor capacity reduction of 81% or more;- Only having one child, and that child is a martyr;- Having one child who is a martyr and the husband or herself is also a martyr;- Having one child who is a martyr and herself being a wounded soldier with a labor capacity reduction of 81% or more.

Additionally, Decree 56/2013/ND-CP specifically stipulates the following:

- The child who is a martyr is someone who has been awarded the "Fatherland Recognizes Merit" Certificate by the Prime Minister of the Government of Vietnam, including biological and legally adopted children.- The husband who is a martyr is someone who has been awarded the "Fatherland Recognizes Merit" Certificate by the Prime Minister of the Government of Vietnam and the mother is his wife.- A wounded soldier is someone who has been issued a Certificate of Wounded Soldier by the competent authority, with a labor capacity reduction of 81% or more, including both living and deceased individuals.- In cases where the mother has a husband or children who joined the enemy ranks but the mother complies with the policies of the Communist Party and the State, she can still be considered for being awarded or posthumously awarded the State Honorary Title "Heroic Vietnamese Mother".- Those cases specified above but involved in betrayal, surrendering to the enemy, actions causing harm to the revolution, or violating the law and being sentenced to imprisonment by the court, with the verdict or decision of the court being legally effective (including cases of suspended sentences), will not be considered for the State Honorary Title "Heroic Vietnamese Mother".
