Regarding this issue, LawNet provides the following interpretation:

On February 27, 2024, the Government of Vietnam issued Decree 25/2024/ND-CP on the criteria for awarding the titles of "People’s Physician" and "Meritorious Physician."

Calculation method for the duration of direct engagement in medical technical specialization from April 15, 2024

According to Article 4 of the Decree 25/2024/ND-CP, the method for calculating the duration of direct engagement in medical technical specialization is specified as follows:

- When calculating the working time for awarding the titles "People’s Physician" and "Meritorious Physician," individuals working in border areas, at sea, islands, and regions with particularly difficult socio-economic conditions as prescribed by the Government of Vietnam shall have their time multiplied by the coefficient specified in Clause 4, Article 65 of the Law on Emulation and Commendation 2022.

- The working time of individuals engaged in medical technical specialization in battlefields B, C, K; the wars for the protection of the South-Western and Northern borders, and Vietnamese volunteer soldiers in Laos and Cambodia, or who participated in international duties shall have their time multiplied by a coefficient of 1.5 when calculating the working time for awarding the titles "People’s Physician" and "Meritorious Physician."

- The working time in specific fields of the healthcare sector including: leprosy, tuberculosis, mental health, pathology, forensic medicine, psychiatric forensic medicine, epidemic disease prevention, emergency 115, critical care, and working at detention facilities, compulsory education institutions, compulsory detoxification institutions, and re-education schools shall have their time multiplied by a coefficient of 1.5 when calculating the working time for awarding the titles "People’s Physician" and "Meritorious Physician."

- The method for calculating the time for individuals engaged in medical technical specialization management at preventive healthcare institutions, examination and treatment facilities, pharmaceutical production facilities, and medical research (hereinafter referred to as healthcare institutions) is as follows:

+ The head and deputy head of healthcare institutions shall have their time multiplied by a maximum coefficient of 0.5 for each year holding the management position when calculating the time engaged in medical technical specialization and must have written assignment for participation in professional work;

+ The head and deputy head of departments, offices of healthcare institutions shall have their time multiplied by a maximum coefficient of 0.5 for each year holding the management position when calculating the time engaged in medical technical specialization and must have a written assignment for concurrent professional work;

+ The head, deputy head, chief nurse of departments or equivalent positions in departments directly involved in professional work in healthcare centers shall have their time multiplied by a maximum coefficient of 0.7 for each year holding the management position when calculating the time engaged in medical technical specialization and must have certification from their unit.

- The time an individual spends on study not related to medical professional skills in concentrated courses over 12 months or time taken for unpaid leave, maternity leave, sick leave, and leave beyond the legal period shall be considered as time in the medical sector but not counted as time engaged in medical technical specialization.

- In case of job transfers and interruptions in the direct engagement in specialized work, the time directly engaged in medical technical specialization is cumulative and must have certification of the time spent on professional technical work at the healthcare institutions where they have worked.

- In case of individuals teaching clinical, subclinical, epidemic prevention, and disease prevention at clinical practice institutions, there must be certification from the clinical practice institutions and the presentation for the award must be at the unit they are working for. In cases where individuals teach clinical, subclinical, epidemic prevention, and disease prevention at multiple clinical practice institutions, the presentation for the award shall be at the institution with the longest practice period.
