Bonuses for officials during the Lunar New Year 2019

Regulations on Tet bonuses for officials and public employees have many differences compared to other groups. The conditions for receiving Tet bonuses and the specific bonus amounts will be clarified in this document.

Currently, Tet bonuses for officials are not specifically regulated but are generally stated as "...other policies as prescribed by law" in Article 12 of the Law on Cadres and Civil Servants 2008.

Article 12. Rights of officials regarding salary and policies related to salary


1. Officials are ensured by the State to receive salaries commensurate with the tasks and powers assigned, in accordance with the socio-economic conditions of the country. Officials working in mountainous areas, border regions, islands, remote areas, areas with ethnic minorities, areas with particularly difficult socio-economic conditions or in sectors or professions with hazardous or dangerous environments, are entitled to allowances and preferential policies as prescribed by law.


2. Officials are entitled to overtime pay, night shift pay, travel allowances, and other policies as prescribed by law.

For public employees, according to Article 12 of the Law on Public Employees 2010, they are entitled to Tet bonuses, but the bonus policies, such as the criteria and amount, must be determined by the regulations of the public service provider where the public employee is employed.

Article 12. Rights of public employees regarding salary and policies related to salary


1. Public employees are paid salaries commensurate with their job positions, professional titles, management positions, and job performance or assigned tasks; entitled to allowances and preferential policies when working in mountainous areas, border regions, islands, remote areas, areas with ethnic minorities, areas with particularly difficult socio-economic conditions, or in sectors with hazardous or dangerous environments or specific public-service fields.


2. Public employees are entitled to overtime pay, night shift pay, travel allowances, and other policies as prescribed by law and the regulations of the public service provider.


3. Public employees are entitled to bonuses and considered for salary increases as prescribed by law and the regulations of the public service provider.

Thus, Tet bonuses for officials and public employees are not regulated by a standard rate. The calculation of bonuses, eligibility criteria, and bonus amounts will be determined by the regulations of each respective unit.
