1. Authority to Issue Sports Competition Rules

The President of the National Sports Federation decides to issue the competition rules for a sport or decides to apply the competition rules for a sport issued by the International Sports Federation.

In case a National Sports Federation has not yet been established, the Minister of Culture, Sports, and Tourism (MCST) decides to issue the competition rules for a sport or decides to apply the competition rules for a sport issued by the International Sports Federation.

1. Authority to Issue Regulations for Elite Sports Competitions

- The regulations for regional, continental, and world sports competitions held in Vietnam and the championship competitions, youth championship competitions of each sport at the regional, continental, and world levels held in Vietnam are implemented according to the regulations of international sports organizations;- The Minister of Culture, Sports, and Tourism approves the regulations for the National Sports Festival sports competition;- The President of the National Sports Federation approves the regulations for the following sports competitions: National championship competition, annual national youth championship competition of each sport, and competitions or matches organized or hosted by the national sports federation or the international sports federation.

In case a National Sports Federation has not yet been established, the MCST Minister will approve it.

- The President of the Provincial, City Sports Federation under central authority approves the regulations for the following sports competitions: Championship competitions of each sport of provinces, cities under central authority, and other high-achievement sports competitions organized by the provincial, city sports federation under central authority.

In case a Provincial, City Sports Federation under central authority has not yet been established, the head of the specialized agency for physical training and sports under the Provincial People's Committee will approve it.
