To be specific: Article 35 of Circular 75/2020/TT-BQP regulates the authority to discipline Militia and Self-Defense Forces as follows:

  1. Squad leaders, boat captains, and battery leaders reprimand soldiers.

  2. Platoon leaders and commune team leaders:- Reprimand from squad leaders and battery leaders;- Warn soldiers.

  3. Commanders of commune military command boards, commanders of military command boards of agencies and organizations, company commanders, and self-defense navy squad leaders:- Reprimand up to platoon leaders and commune team leaders;- Warn up to squad leaders, boat captains, and battery leaders.

  4. Battalion commanders and self-defense navy division commanders:- Reprimand up to company commanders, self-defense navy squad leaders, political officers of companies, and political officers of self-defense navy squads;- Warn up to platoon leaders.

  5. Chairpersons of commune-level People's Committees, chairpersons of district-level People's Committees where there are no commune-level administrative units, heads of agencies and organizations:- Discipline up to stripping the title of Militia and Self-Defense Forces based on the proposal of the commander of the commune-level military command board, the military command board of agencies or organizations, or the commune team leader where there are no commune-level administrative units.

  6. Commanders and political officers of district-level military command boards:- Reprimand up to company commanders, and political officers of district-level mobile militia companies;- Warn platoon leaders and commune team leaders;- Demote or dismiss up to squad leaders, boat captains, and battery leaders.

  7. Chairpersons of district-level People's Committees:- Discipline by demoting or dismissing officers in commune-level military command boards based on the proposal of the commander of the district-level military command board.

  8. Commanders and political officers of the Hanoi Capital High Command, Ho Chi Minh City High Command, and provincial-level military command boards:- Warn up to battalion commanders, battalion political officers, commanders, and political officers of military command boards of agencies and organizations;- Demote or dismiss officers of the military command boards of agencies and organizations, company command boards, and self-defense navy squads.

  9. Commanders and political officers of military regions, the Navy Command, and the Hanoi Capital High Command:- Demote or dismiss officers in charge of battalion and self-defense navy commands under their jurisdiction.

For officers of company, self-defense navy, self-defense navy division, and battalion command boards who violate discipline and are dismissed, based on the severity and nature of the violation, if it merits stripping the title of Militia and Self-Defense Forces, the Chairpersons of commune-level People's Committees, chairpersons of district-level People's Committees where there are no commune-level administrative units, and heads of agencies and organizations may discipline up to stripping the title of Militia and Self-Defense Forces based on the proposal of the commander of the commune-level military command board, the military command board of agencies or organizations, or the commune team leader where there are no commune-level administrative units.
