Attraction Allowance Rates for Teachers in Particularly Disadvantaged Socio-Economic Areas

This is notable content mentioned by the Government of Vietnam in Decree 19/2013/ND-CP amending and supplementing a number of articles of Decree 61/2006/ND-CP on policies for teachers and educational management staff working in specialized schools, in areas with especially difficult socio-economic conditions.

Educators, education management officials (either local or from other regions) who are reassigned to work or are currently working in areas with particularly difficult socio-economic conditions are entitled to a preferential allowance equivalent to 70% of their current salary, leadership position allowance, and seniority allowance (if any).

To be specific, from April 15, 2013, educators, and education management officials whose term of service has expired according to regulations but the competent educational management agency has not yet arranged or transferred them back to their place of residence or last place of work before reassignment to the area with particularly difficult socio-economic conditions, shall continue to enjoy the preferential allowance equivalent to 70% of their current salary, leadership position allowance, and seniority allowance (if any), but will cease to receive the long-term service allowance in particularly difficult socio-economic conditions as stipulated in Article 5 of Decree 116/2010/ND-CP on policies for officials and public employees and salaried individuals working in areas with particularly difficult socio-economic conditions.

Note: Areas with particularly difficult socio-economic conditions defined in Decree 19/2013/ND-CP include:

- Island districts: Truong Sa, Hoang Sa;- Particularly difficult communes in ethnic and mountainous regions, particularly difficult communes in coastal flat areas and islands as decided by the Prime Minister of the Government of Vietnam;- Particularly difficult hamlets, villages, neighborhoods, etc. (collectively referred to as villages) as decided by competent authorities.- Poor districts according to Resolution 30a/2008/NQ-CP which are applied as per the policies for areas with particularly difficult socio-economic conditions.
