Assessment of the Results of the S&T project through the Scientific Council in Vietnam (illustrative image)

Circular 40/2014/TT-BKHCN stipulates that the Fund organizes the assessment of project results through the Scientific Council. The content of the project result assessment is carried out according to 05 groups of criteria in Vietnam. To be specific:

1. Evaluate the adequacy in terms of quantity, volume, types of the project's products;

2. Evaluate the appropriateness of the research problem approach, research methods, and techniques used;

3. Evaluate the scientific and technological requirements achieved by the project's products;

4. Evaluate the practical significance of the project and the ability to transfer the research results of the project;

5. Evaluate the outstanding results of the project.

Note: Based on the assessment results of the Scientific Council, the Director of the Fund proposes the Fund Management Council to review and decide. If necessary, the Fund Management Council may seek independent expert consultation before making a decision.

In addition, this circular regulates the recognition and handling of the assessment of scientific and technological project results as follows:

- Based on the assessment results of the project by the Scientific Council, the host organization and the project leader are responsible for registering and retaining the implementation results according to the regulations at the National Agency for Science and Technology Information.

- The Fund Management Council decides to recognize the project implementation results based on the assessment of the Scientific Council and the result registration certificate issued by the National Agency for Science and Technology Information.

- The decision to recognize implementation results is the basis for proceeding with financial settlement procedures and contract liquidation.

- Projects evaluated as not meeting the standards or having their contracts suspended will be handled according to investment and financial mechanisms for scientific and technological activities.

- In the case of a project not meeting the standards, the project leader is not allowed to register to lead a new research project for two (02) years from the date of the decision.

- In the case of violations leading to suspended implementation, criminal responsibility, or scientific ethics violations, the project leader and related individuals are prohibited from participating in any project funded by the Fund for five (05) years from the date of the violation handling decision.

- The publication and transfer of project results are to be carried out in accordance with current regulations.
