Approval Process for the Outline and Detailed Budget of IT Application Activities

Circular 03/2020/TT-BTTTT stipulates the order of evaluation for the outline and detailed estimation for the activities of applying information technology using recurrent expenditure from state budget sources with a funding level of over 200 million VND to 15 billion VND to establish new, expand, or upgrade technical infrastructure systems, software, databases as prescribed in Clause 2, Article 51 of Decree 73/2019/ND-CP. The evaluation process is specified as follows:

- The lead evaluation unit organizes the evaluation of the outline and detailed estimation according to the content specified in Clause 3 of this Article;

- The lead evaluation unit seeks evaluation opinions on the plan, technical solutions, and technologies of the competent unit as prescribed in Clause 2, Article 6 of this Circular;

- During the evaluation process, depending on the complexity of each task and the content of the expenditure, the lead evaluation unit may seek written opinions or organize consulting conferences to collect opinions from relevant agencies and expert opinions (if necessary).

The content of evaluating the outline and detailed estimation is stipulated in Circular 03/2020/TT-BTTTT as follows:

First, the content of evaluation on technical solutions and technology:

- The suitability of selecting technical solutions and technology;

- The suitability of technical solutions and technology with the applicable technical standards and basic requirements for functionality and technical features;

- The suitability of technical solutions and technology in connecting, integrating, and sharing data with related technical infrastructure systems, software, and databases (if any).

Second, the suitability of applying and using norms, unit prices, related policies, and the cost items specified related to the costs mentioned in the detailed estimation.

Third, the consistency between the volumes explained in the outline and the volumes in the detailed estimation.

Fourth, other content of the outline and detailed estimation as stipulated in Articles 4 and 5 of this Circular.

The lead evaluation unit is allowed to hire organizations and individuals with the capacity and experience to verify the outline and detailed estimation as a basis for evaluation. The evaluation results are documented according to the template attached to this Circular. The evaluation document is used as a basis for the next step of considering and approving the outline and detailed estimation. The decision to approve the outline and detailed estimation follows the template attached to this Circular.

Note, the approval of the outline and detailed estimation is conducted simultaneously, without separating the outline from the detailed estimation. The time for approving the outline and detailed estimation does not exceed 03 working days from the date the competent authority receives a complete and valid dossier.
