Regarding this matter, LawNet would like to answer as follows:
On December 29, 2023, the Minister of Planning and Investment issued Decision 2110/QD-BKHD on the approval of the Project on Digitizing and Digital Transformation in the National Statistical System.
According to the project, the main tasks of the Project on Digitizing and Digital Transformation in the National Statistical System are as follows:
(1) Establish regulations and guidelines for digitization and digital transformation activities in statistical operations
- Issue guidance documents on the digitization and digital transformation activities in statistical operations, including the conversion of business processes, organizational activities, and the provision of statistical products, services, and information technology services in statistical operations.
- Develop and improve regulations, technical solutions, and coordination mechanisms between the Ministry of Planning and Investment (General Statistics Office) and other ministries, sectors, and localities to carry out statistical work on a digital platform.
- Establish regulations on the creation, sharing, and use of statistical data after the digitization process in state agencies.
(2) Develop and update a comprehensive architecture that aligns with statistical business processes and data management
- Restructure statistical information production processes to align with the digital transformation roadmap. Standardize statistical information production processes based on the application of information technology, including: (i) the general statistical information production process; (ii) the statistical information production process from surveys; (iii) the statistical information production process from statistical reporting systems; (iv) the statistical information production process from administrative data; (v) the statistical information production process from big data, open data; (vi) the provision of statistical products and services process.
- Restructure the management and operation processes of the statistical system to align with the digital transformation roadmap. Standardize management and operation processes for statistical work based on the application of information technology, including: (i) organizational and personnel work; (ii) financial management work; (iii) inspection and audit work; (iv) document and archive work; (v) meetings and conferences; and (vi) external relations work.
- Identify and update the components and models of the overall architecture of the centralized statistical system: business architecture, information architecture, technology architecture, application architecture, and information security architecture.
(3) Build a shared digital platform to support data collection, processing, aggregation, compilation of statistical indicators, and statistical analysis reporting.
- Develop tools to support data collection and processing from national surveys and statistical surveys in a unified digital environment that ensures compliance with data standards and information architecture frameworks.
- Develop a platform and tools to aggregate and compile statistical indicators from various data sources.
- Research and apply data mining technologies based on data science and statistical science to utilize big data and open data for providing information and compiling statistical indicators.
- Build a shared platform for compiling statistical analysis reports and forecasting socio-economic situations in an interconnected digital environment with the national statistical database.
- Build a system for disseminating information and statistical data that is customizable, interactive, and visually appealing.
(4) Build and upgrade information technology infrastructure to meet the digital transformation requirements in the national statistical organization system
- Build and upgrade information technology infrastructure to ensure smooth operation, information security, and cybersecurity in the centralized statistical system in accordance with the Vietnam e-Government Architecture Framework and the e-Government Architecture Framework of the Ministry of Planning and Investment.
+ Upgrade, expand, and optimize the application of information technology infrastructure to meet the requirements of conducting surveys, national surveys, and utilizing administrative data in statistical work.
+ Build a system for monitoring information security and cybersecurity.
+ Utilize high-performance computers capable of parallel computing, graphics processing, training machine learning models, analyzing big data, and applying artificial intelligence in statistical information production.
- Build and upgrade information technology infrastructure to meet the digital transformation requirements in statistical work at the ministry, sector, and local levels.
(5) Implement digitization of statistical activities and digitize statistical documents and reports to serve the digital transformation process in the centralized statistical system.
- Implement digitization of statistical activities based on digital platforms.
- Digitize stored statistical documents and reports to facilitate quick and convenient retrieval, exploitation, and safe preservation of original documents.
(6) Enhance awareness raising and capacity building for statisticians in digitization and digital transformation.
- Strengthen awareness raising on digital transformation in statistical work.
- Provide training, capacity building, and development of human resources in statistical work, with a focus on technical personnel, particularly in the field of information technology, to meet the requirements of digital transformation.
