On December 16, 2024, the Prime Minister of Vietnam issued Decision 1575/QD-TTg to approve the Implementation Plan for the Social Assistance Facility Network Planning for 2021-2030, with a Vision to 2050.

(1) Tasks and projects to be implemented

- Regarding public investment projects

+ Priority is given to the implementation of new construction projects; renovation, upgrading, and expansion of projects that have already been constructed; procurement of assets and uniform equipment for public social assistance facilities under the plan for the periods 2021 - 2025 and 2026 - 2030.

+ The use of public investment capital for the implementation of public social assistance facility projects is carried out in accordance with the law on Public Investment and the principles, criteria, and allocation norms approved by the competent authorities.

+ The list of public investment projects consists of projects identified based on the List of priority investment projects in the field of social assistance facilities in the Appendix issued with Decision 966/QD-TTg dated March 17, 2023, by the Prime Minister of Vietnam approving the Social Assistance Facility Network Planning for 2021 - 2030, with a Vision to 2050 (detailed in the List of public investment projects in the Appendix attached to this Decision).

+ Any necessary adjustments to the priority investment projects in point c of this clause shall be carried out in accordance with legal regulations on planning.

- Regarding projects utilizing sources other than public investment capital

+ Investment in purchasing assets and equipment; renovating, upgrading, expanding, and constructing new works within public social assistance facilities under the Planning for the periods 2021 - 2025 and 2026 - 2030 in accordance with the Law on State Budget and relevant legal regulations.

+ Encouragement and attraction of enterprises, organizations, and individuals to invest in constructing social assistance facilities according to the Planning, criteria, and standards as stipulated by law.

(2) Land use plan

- Implement the construction and development of the social assistance facility network in accordance with the Planning approved by the Prime Minister of Vietnam, ensuring alignment with the national land use planning for the period 2021 - 2030, with a Vision to 2050, national land use plan, Decision 326/QD-TTg by the Prime Minister of Vietnam dated March 09, 2022, regarding the allocation of national land use targets for the period 2021 - 2030, with a Vision to 2050, and land use plans and planning at the local level as approved by competent authorities. Land use must conform to the land law and relevant legislation.

- Allocate appropriate land resources for the development of the social assistance facility network. Localities should proactively and flexibly implement land policies and prioritize land allocation for investment, construction, and expansion of social assistance facilities according to this Planning.

(3) Determining resources and funding for Planning implementation

- Prioritize state budget capital for investments in public social assistance facilities, especially those in localities with difficult socio-economic conditions that have not achieved financial autonomy, and those in special difficulty areas, from national target programs, projects, or related proposals in accordance with the law on the state budget and public investment.

- Ministries, central authorities, and localities are to proactively allocate, integrate tasks, and mobilize other legal funding sources outside the state budget to implement the tasks of this Plan.

- Encourage and mobilize private investment sources, creating favorable conditions for enterprises, organizations, and individuals to participate according to legal regulations.
