Regarding this matter, LawNet would like to answer as follows: 

Approval of the Child Mental Health Care and Orphan Care Program in the period 2023–2030 in Vietnam

On March 20, 2024, the Minister of Labor, War Invalids, and Social Affairs signed Decision 324/QD-BLDTBXH on the Plan of the Ministry of Labor, War Invalids, and Social Affairs to implement Decision 1591/QD-TTg dated December 8, 2023, of the Prime Minister on approval of the Program on Child Mental Health Care and Orphan Care for the period 2023–2030 (referred to as the Program) specifically as follows:

(1) Purposes and requirements

- Organize and implement the tasks and solutions of the Ministry of Labor - Invalids, and Social Affairs that have been assigned in the Program in a strict, timely, coordinated, and effective manner.

- Clearly define responsibilities, track implementation progress, and assign specific tasks to each unit; effectively combine and integrate the Program's tasks with the implementation of the unit's common tasks.

- Coordinate closely and promptly with relevant agencies and units in implementing contents and activities according to assigned functions and tasks to effectively implement tasks and solutions on child mental health care and orphan care towards achieving the Program's goals.

(2) Content of activities

- Review, amend, and supplement according to authority, or propose competent agencies to amend and supplement the legal system and policies on child mental health care and orphan care.

- Review and improve policies and services for caring for and nurturing orphans at centralized foster care facilities and SOS children's villages.

- Communicate about the care of the mental health of children and care for orphaned children.

- Strengthen training and capacity building for staff working with children and staff at facilities providing mental health care and orphan care services.

- Develop counseling and consultation services for children with mental health problems and children at risk of mental disorders.

- Strengthen and develop support services and alternative care for orphans:

+ Develop a service network to find alternative care families and advise and support families on alternative care. Strengthen social work services to deploy alternative care for children.

+ Continue to promote appropriate solutions to place orphaned children, children with special circumstances in social assistance facilities, centralized care facilities under the care of individuals and substitute families, and foster care.

+ Strengthen the application of information technology and digital transformation in supporting mental health care and caring for orphans.

- Strengthen coordination with agencies and organizations in child mental health care and orphan care.

- Strengthen international cooperation and mobilize the social resources and experience of domestic and foreign organizations and individuals to deploy and carry out the Program's tasks.

- Integrate the Program's goals, tasks, and solutions in the implementation plan of related programs, plans, and projects.

- Inspect, monitor, survey, evaluate; summarize and review the implementation of the Program; develop the next phase of the Program.

(3) Implementation costs

- Be arranged in the annual state budget expenditure estimates according to current regulations.

- Integrate from funding sources to implement a number of related programs and projects approved by competent authorities.

- Other sources of funding, aid, and legal mobilization (if any).
