Recently, the Ministry of Health issued Circular 13/2012/TT-BYT providing guidance on anesthesia and resuscitation in Vietnam.

As stipulated in Article 12 of Circular 13/2012/TT-BYT, the duties and powers of Anesthesiology - Resuscitation Nurses and attendants are implemented according to the regulations in Circular 07/2011/TT-BYT dated January 26, 2011, of the Ministry of Health of Vietnam guiding nursing work on patient care in hospitals; Decision 41/2005/QD-BNV dated April 22, 2005, of the Ministry of Home Affairs on the issuance of professional standards for healthcare public employees, nurses; Circular 23/2009/TT-BYT dated December 01, 2009, of the Ministry of Health of Vietnam on the issuance of professional standards for technical medical public employees. In addition, Anesthesiology - Resuscitation Nurses have certain specific duties and powers, especially in surgical departments, as follows:
- Anesthesiology - Resuscitation Nurses are authorized to perform some duties of an anesthesiologist but must meet certain conditions, be in line with their professional capabilities, and be accepted and held accountable by the head of the medical institution upon the chief department’s recommendation. Anesthesiology - Resuscitation Nurses shall only undertake certain duties of anesthesiologists if there are no anesthesiologists in the department.
- Directly subject to the professional guidance of anesthesiologists;
- Notify the anesthesiologist and the chief nursing officer of the department when there are issues to be resolved;
- Prepare anesthesia-resuscitation drugs and equipment, check the patient’s name, age, and surgical site, establish peripheral intravenous lines, draw blood for testing, verify blood type, monitor the patient, document in the anesthesia-resuscitation forms and other relevant surgical and procedural documents;
- Validate the blood and blood product transfusions as per the Blood Transfusion Regulation issued with Decision 06/QD-BYT dated January 19, 2007, of the Minister of Health of Vietnam;
- In emergency situations where an anesthesiologist is absent or unavailable, the Anesthesiology - Resuscitation Nurse must immediately perform necessary resuscitation measures and promptly request support from doctors and colleagues;
- Execute direct orders and fully document in the medical records upon the doctor’s requirement during surgery;
- Each Anesthesiology - Resuscitation Nurse is allowed to assist only one operating table at a time or assist an additional operating table in cases of staff shortage, provided it is permitted by the anesthesiologist and the surgical team.
