Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN promulgating regulations on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, which stipulates the Adjustment of science and technology contracts.

To be specific, Article 16 of Circular 33/2014/TT-BKHCN stipulates that the adjustment of contracts shall be implemented as follows:
The host organization has the authority to proactively use and decide on adjusting the budget estimates (if any) for the assigned funds according to regulations.
The Minister of Science and Technology shall consider and decide on adjustments regarding: the name of the science and technology task, the host organization, the individual in charge, the implementation period, the budget, and the method of contract disbursement for performing the science and technology task based on the written proposal of the host organization for ministerial-level tasks and the opinion of the Planning and General Department.
Adjustments to the implementation period must be made before the contract expires and can only be done once, and not exceed 12 months for tasks with an implementation period of 24 months or more, and not exceed 6 months for tasks with an implementation period of less than 24 months. Special cases shall be decided by the Minister of Science and Technology.
The Minister of Science and Technology shall consider, approve the policy, and authorize the Planning and General Department to sign documents regarding the adjustment of other contents within the scope of the signed contract based on the written proposal of the host organization, excluding the contents specified in Clause 2 of this Article.
In necessary cases, the Ministry of Science and Technology shall seek the opinion of independent experts before deciding on adjustments.
